Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for the supply of high quality deionized water from February 28, 2001 to February 28, 2002 at various locations throughout Johnson Space Center in Houston, TX and NASA-owned property at Ellington Field in Houston, TX. The contract will include a four-year option. Deionized water should be supplied through polishing tanks. The total number of polishing tanks to be supplied at any given time varies between 100 and 300. The contractor will assume all responsibility for initial installation and timely exchange of exhausted deionizer tanks. Most of the water under this contract will be pre-treated through a government-owned reverse osmosis system. However, the contractor is required to analyze the water at each location and develop a detailed contamination profile. The profile will be used to prescribe the type and number of polishing tanks needed to meet the government's requirements. These requirements include, but are not limited to, a maximum of 18 megohm-cm resistivity at 25 C. Award will be based upon overall best value to the Government based on a 200 tank installation. The contractor must provide supporting documents to show that the company has been in the business of servicing deionization systems for the last five years. 2. The contractor should have local water testing facilities and technical support personnel capable of providing service as needed. 3. The contractor should have an EPA approved documented regeneration process. 4. The contractor should have stringent resin requirements to ensure that the highest water quality. 5. The government will visit the contractor's site to inspect all facilities. Technical contact for this procurement is .Mr. Joseph Gardner. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 325199 and 1,000 respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer, which shall be considered by the agency. Delivery to Johnson Space Center and Ellington Field is required during February 13 -27, 2001.. Delivery shall be FOB Destination. The contract start date is February 28, 2001. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 1:00 p.m. on January 19, 2001 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price, and past performance; other critical requirements (i.e., delivery) if so stated in the solicitation will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price, and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer.
