Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) 7-01-R6. This solicitation is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. (iv) The North American Industry Classification System Code is 334210; the small business size standard is 1000 employees. This is a 100% small business set aside. (v & vi) This request for quotations if for hardware (Item No. 1) and software (Item No. 2) to upgrade two existing Nortel Option 61 PBX's to Release 25 Option 61C's, and hardware (Item No. 3) and software (Item No. 4) to enlarge an existing networked Meridian Mail node. The RFQ is for Brand Name or Equal meeting the following requirements: Four Nortel Meridian 1 PBX's for addition to an existing Meridian Mail network., networked to the Meridian Mail host PBX using Nortel's proprietary ISDN PRI signaling. The existing Meridian Mail node is a Release 13 EC option, with 12 full service ports and 24 hours. The node is linked to the proprietary ISDN network through a Nortel Meridian 1 Release 19 Option 61 PBX to be upgraded concurrently to a Release 25 option 61C. Option 61C upgrades are to include Nortel's 160MB Call Processor Cards part number NT5D03PB or a newer version if available. The proposal for the existing Meridian Mail node is to enlarge it to 20 full service ports and up to 54 hours of storage. The four PBX's to be added to the Meridian Mail network are equiped as follows: one Release 21 Option 11E, one Release 22 Option 11C, one Release 23 Option 11C, and one Release 21 option 61 to be upgraded concurrently to a Release 25 option 61C. The option 11's are all running Enterprise level software. We will consider proposals for either new or refurbished hardware that is of the newest vintage. Proposals to be for purchase only and not include installation. (vii) Delivery is FOB Destination by February 15, 2000 to Ochoco National Forest, 3160 NE Third St., Prineville, OR 97754. Inspection and acceptance will be made by Government at the place of delivery. (viii) The provision at 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition. (ix) The provision at 52.212-2 Evaluation -- Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of that provision are technical, past performance, and price. (x) Offerors shall include a complete copy of the provision at 52.212-3, Offeror Representatives and Certifications -- Commercial Items, with offer. (xi) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, with the following clauses applies to this acquisition: 52.222-21, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-36. (xiii) Full text of the clauses may be accessed electronically at the internet site http;//www.arnet.gov/far. Hardware and software must have a 12-month or longer warranty. Award may be made on individual line items. The purchase card (VISA) will be used for procurement and payment under this contract. The parties agree that the price reflected in this offer reflects use of the purchase card. The contractor notes that it is a violation of VISA regulations to charge a premium for card transactions, but that the vendor is permitted to offer discounts for cash payment. The contractor will not process transactions for payment through the purchase card clearinghouse until the purchased supplies have been shipped. Contractors who are not set up to accept VISA payments will be paid by Purchase Order/check after receipt and acceptance of the item. Quotation shall include 1) Signed and dated quotation on letterhead stationery, 2) Item No. and price, 3) Detailed list of hardware and software offered, listing individual items and price, 4) FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items, and 5) Past Performance information to include recent and relevant contracts for the same or similar items and other references including contact name and phone number.
