Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation- as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number F3360101Q0025 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20 (11 Oct 00, Vol. 65, No. 197). This is not a small business set-aside. This is a sole source requirement in accordance with FAR 6.302-1. This RFQ has one line item: Item 0001, APCOM Model 9040-T9A) Versatile Frequency Converter, 2 EA. This converter provides unique specifications necessary to fulfill the government's requirement. Those specifications are: Variable Input Tuning Range of 10kHz to 400MHz; input IF fixed frequencies of .455/.85/1.76/6.8/8.83/ 10.7/13.6/21.4 /27.2/70/140/160/300/400 and 1000MHz; variable output tuning range of 10kHz to 400 MHz; output fixed frequencies of 3/6/10/15/20/21.4/25/30/40/50/ 70/140/160/300/400 MHz; up to fourteen (14) standard bandwiths of 1/2/4/6/8/10/12/20/30/40/50 /60/80/100 and a bypass mode; nine (9) selectable output equalizers centered at 3/6/10/15/20/25/30/40 and 50 MHz; coherent frequency conversion; synthesized tuning in 1kHz increments; imageless mixers and saw filters utilized; local or IEEE-488 control. Delivery is required thirty (30) days after receipt of order, FOB destination, net 30 payment terms. Deliver-to address is WPAFB, Ohio (specific address will be stated in order). The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any quote. WPAFB intends to award to L3/APCOM, Inc., 8-4 Metropolitan Court, Gaithersburg, MD 20878. Authority: 10 U.S.C. 2304 (1). However, interested parties may identify their interest and capability to respond to the requirement by submitting quotes. All quotes received by 5 Jan 2001, 5:00pm EST shall be considered by the Government. Anticipated award date is 8 Jan 2001. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web. A registration page will be attached to the web site. You are not required to register; however, if you choose to register, you will receive notice of any amendments and/or addendums that may be issued to the solicitation. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
