Description
The contractor shall perform NGEN3 code modification to include case walls of user-specified thickness and shall be made to simulate the non-uniform, 3D, burn-through of the cases, which causes the non-uniform structural weakening of the cases walls. The code shall track the local case wall thickness (which may be reduced due to local case burning) as well as the currently-coded pressure-based case wall rupture criteria. The code shall take into account that a local thinning of the case wall shall cause a more rapid rupture once the local overpressure criteria has been satisfied. The code modifications shall apply to the 3D code and all current code functions shall be either preserved or upgraded due to the current work. Deliverables shall be the upgraded NGEN3 source code and a final report. Period of performance shall be from date of award thru 01 June 2001. It is the intent of the Government to award a contract on a sole source basis to Paul S. Gough Associates, Portsmouth, NH pursuant to FAR 6.302-1. The proposed contract action is for research report and source code concerning upgrades to NGEN for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Quotes may be faxed to 410-278-6522.
