- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis with Dr. Kevin Bestgen, Department of Fishery and Wildlife Biology, Colorado State University, Fort Collins, CO to acquire services for rearing endangered bull trout at the Larval Fish Laboratory from eggs to an appropriate size for testing purposes, and subsequently write a protocol for biological testing and evaluation of the bull trout over a horizontal perforated screen. The trout biological testing and evaluation will be conducted at the Water Resources Research Laboratory (WRRL) at the Denver Federal Center, and will be done in conjunction with hydraulic testing that is currently underway at the facility. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The justification for this sole source procurement is that the government believes that only one responsible source can provide the services that will satisfy the agency need. because of the specialized laboratory facilities necessary for rearing the eggs, the unique scientific personnel qualifications and extensive experience required for this endangered fish species project, and the extremely short timetable available for conducting these services. Because of the urgency of these services and unique logistics of the project, it is essential that the laboratories where the two phases of this project will be conducted be in close proximity. Any firm that believes it can provide the services as required are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in clear and convincing detail, to demonstrate the ability to comply with the above requirements and that it possesses the requisite technical expertise. All responses received by January 2, 2001, will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
