- Description
- The Government has a requirement for professional Architect/Engineering Services, to provide mechanical engineering design for Project 646-01-104U to replace three (3) existing 37 year old Air Handling Units, relocating one unit after replacement, and installing air curtain assembly at the chapel entrance (pr providing an alternative solution to the temperature control problem at this entrance. All work is in building 1 at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. The A/E shall design project work to meet all regulations and requirements and shall include investigation services along with preparation of working drawings and specifications and construction period services as the owner's technical representative. A/E shall investigate and inspect existing conditions to improve the aesthetic appearance and verify there are appropriate utility services necessary for all specified equipment. All design, working drawings and specifications shall meet VA, NFPA, OSHA and NEC electrical requirements, regulations, directives, and all applicable codes. There will be three (3) review sessions, at 25%, 60%, and 100% with VA personnel for comments and revisions. Five (5) copies of drawings and specifications are required for each review. A cost estimate is also required at the 60% and 100% reviews. The working drawings shall have a general scale of 1/8 inches equaling one foot and shall display VA Title block form 08-6231 (provided by VA staff) and show appropriate contract information: Exact locations of existing conditions and limits of construction; phasing schemes for construction based upon discussion with VA Engineering staff; detail sections, notes, and information that are necessary to complete the final bid documents. The project specifications shall be prepared by editing VA Master Specification sections. Construction documents (drawings and specifications) shall be provided on disks with one Mylar set of drawings and 25 sets of drawings and specifications for bid 10 days after final approval of the 100% submission. All construction drawings shall be provided in AutoCAD 2000 format (minimum R14) and all specifications shall be provided in Microsoft Work V6.0. Engineering field services shall include A/E material submittal reviews; contractor requests for clarification (RFI); field investigation; design, preparation of contract drawings and specifications; construction cost estimate; construction period services as the owner's technical representative, and site visits/inspections as required. One set of Mylar reproducible drawings and accurate as-built drawings on CD-ROM or 3.5 floppy disk medium are required upon completion of construction contract. Procurement is set-a-side for small business. The NAIC Code is 541330 with the small business size standard $4.0M. Construction cost estimate is between $250,000 and $500,000. Award is subject to the availability of funds. Award will be to the A/E judged by the VA to be the best qualified for work. See Numbered Note 24 with the following additions: Reputation and standing for firm and principal officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper or incomplete architectural and engineering services; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost with area of consideration limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This is not a request for proposal. All interested, responsible and qualified small business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF 254 and SF255 to the attention of Marian Ropelewski (04A1-H) at the above address, identifying as response to RFP 646-09-01. Forms must be received no later than COB (4:30 PM standard time) on February 2, 2001.
