Description

The US Department of the Interior, Minerals Management Service, intends to award a sole source contract to Applied Science Associates for a model which consists of Spill Impact Model Application (SIMAP) (Oil) and 3-D Chemical Model (CHEMMAP) (Chemicals) analysis under the authority of FAR 6.302-1. Applied Science Associates developed the Natural Resource Damage Assessment (NRDA) model based on widely accepted and court tested NRDA model. This model incorporates current MMS data from the Gulf of Mexico, and is compatible with current internal MMS data management systems, and requires no modification. To qualify you must be able to supply a model that is compatible with other software tools already approved by MMS, already be tested in the court system to justify the validity of the model results, and does not require any modifications. No solicitation documents exists for this requirement. All expressions of interest shall be e-mailed to lisa.goins@mms.gov within 45 days after the date of publication of this synopsis to be considered by the Government. This date will not be extended. A determination not to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement.
