- Description
- The purpose of the solicitation (SIC No. 7379 or NAISC No. 541519) is to find a firm with the capability to provide storage for, and round trip transportation of, round reel cartridge magnetic computer tape files and some paper documents for the IRS Detroit Computing Center (DCC), 985 Michigan Ave., Detroit, MI. The storage facility must be a secure, remote, off-site location. The resulting contract will be for a base year, commencing April 1, 2001, with the potential for four one-year renewable option periods. The storage facility shall be within a 50-mile radius of the DCC, allowing for a one-day turn around should a computer tape need to be returned from the storage facility. The off-site storage facility shall: be located in close proximity to police and fire statiions; be completely unmarked, and located at least 100 yards from flood plains and known geologic fault lines; not be in the direct flight path of an airport; not be located within one mile of above ground natural gas, petroleum or water tank storage facilities; and not be within one mile of an operation in which blasting takes place (i.e., construction site or quarry). The Offeror's facilities must meet certain minimum, independently established guidelines for physical, fire, magnetic, environmental and electronic security to assure the protection of information placed in storage. Since many of the required attributes are not easily validated upon visual inspection, independent certification from a registered professional engineer or architect is required to be in an Offeror's proposal. The Offeror's facilities, handling procedures and vehicles shall meet or exceed the standards that have been established by at least the following organizations for the protection and handling of magnetic media: National Fire Protection Association (NFPA); National Institute of Standards and Technology (NIST); American National Standards Institute (ANSI); Department of Defense (DoD); National Bureau of Standards (NBS); Underwriters Laboratories (UL); and the Nuclear Regulatory Commissioin (NRC). These services shall include the daily (7 days per week, 52 weeks per year, including holidays) pickup and delivery of media (approximately 60 shipping containers weekly), and when necessary, the shipment of materials to and from the DCC's designated Recovery Operations Center (ROC), also referred to as the "Hot Site" in North Bergen, NJ. The procurement method shall be unrestricted.
