Description

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division, intends to award on a sole source basis a Purchase Order to Learning Advantage Associates. The contractor shall design and conduct enterprise-wide management training based on Malcolm-Baldrige Criteria in support of the NAVSEA IG Office 2001 Command Performance Inspection (CPI) scheduled for August, 2001. The contractor shall work closely with the Division's Management Effectiveness Office to define and develop a comprehensive training program for the aforementioned purpose. The Carderock Divison's needs requires that they have a firm that has an in-depth familiarity with the evolution of the leadership process, management systems, mission, functions, structure and staff capabilities or the Headquarters and field organizations. A new and different contractor could not be reasonably expected to have this knowledge and would not be cost effective nor productive for the Government to allow contract time for this "learning curve". These services are in conjunction with a previous purchase order to Learning Advantage Associates to provide similar type services in the conduct of the CPI/USA process. This purchase shall be negotiated in accordance with the authority of 41 U.S.C. 2152 (c)(1) -- Only one responsible source with unique capabilities. THIS IS NOT A REQUEST QUOTATION. Any interested firms may submit their technical capabilities within 15 days after the publication of this notice.(See note #1 and #22)
