- 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation 12.6 and Veterans Administration Acquisition Regulations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ 648-16-01 applies and is issued as a request for quotation. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and Veterans Affairs Acquisition Regulation (VAAR), and VA Circular 97-8. This procurement is under the authority of FAR 6.302-1. The North American Industry Classification System code for this Synopsis is 51121 and the business size standard is $18 million. The VA Veterans Integrated Services (VISN) 20 Business Network, Vancouver, Washington, intends to negotiate, on a sole source basis, with Micromedex, Inc. for the necessary staff, tools, labor, client software, applets, drivers, etc. required for the intranet installation of a software package on a VISN server. Contractor technical support shall be provided until successful implementation is complete and each site has verified that proper functioning is achieved. Contractor shall provide toll free telephone technical support to all facilities on a 24-hour a day/7 days a week basis. Contractor shall provide quarterly updates to databases at no additional charge during the term of the contract. VISN 20 facilities are located in Washington, Oregon, Idaho, and Alaska. Software package is to minimally include components known as Drugdex-Identidex, Poisindex, Emergindex, Martindale, Tomes, Reprorisk, Pharmaceutical MSDS, PDR, AltMedDex, AltMed-Reax (for the patient), AltMed-Reax (for the professional), Drug-Reax, IV Index, and CarNotes. This set of databases provides authoritative, current, and complete healthcare information to include acute care information, drug information, material safety data sheet management, patient education information, and toxicology information. This product is web based and designed to operate on a wide area network. It is also compatible with the existing VISN 20 network structure. Product shall be delivered FOB destination to the White City VAMC no later than January 1, 2001. The Government intends to make a single award to the responsible offeror whose offer is the most advantageous to the Government considering price and price related factors. Provision 52.212-2, Evaluation-Commercial Items (JAN 1999), applies to this acquisition. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost (technical) items. The following factors shall be used to evaluate technical acceptability: 1) Past performance where three references of similar magnitude have been provided, 2) Overall quality, offeror shall provide published specifications on quoted product for the capability to provide complete healthcare information to include, acute care information, drug information, material safety data sheet management, patient education information, and toxicology information. Specific illustrations of product's ability to provide information about the pharmacology, absorption, distribution, metabolism and excretion of drugs and an index that provides drug interaction information that is fully integrated with information found in the other databases 3) Technology of product with respect to using modern computer technology to install web based databases that operate on a wide area network and their compatibility with the existing VISN 20 network structure. Offerors shall provide a completed set of provisions with quotation found at 52.212-3, Offeror Representations and Certification Commercial Items (OCT 2000). Provisions and clauses found at FAR 52.203-6, 52.211-6, 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.217-8, 52.217-9, 52.219-8, 52.219-9, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-18, 52.232-19, 52.232-34, 52.233-2, 52.239-1, VAAR 852.211-70, 852.219-70, 852.233-70, 852.233-71 and 852.270-4 also apply. Term of this contract will be from date of award through one year, with provisions for four one-year options. This procurement is under authority of FAR 6.302. All quotations received no later than December 29, 2000 will be considered by the Government. A determination based upon responses to this notice is solely with the discretion of the Government. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement. Interested parties may submit an offer for name brand or equal item. Offers shall include a single firm, fixed price for software, installation, maintenance, technical support, and upgrades for the base term and each of four one-year options. If offering an equal item, please submit literature with your offer.
