- Description
- The United States Postal Service is interested in establishing an Area wide contract with a qualified Energy Service Provider (ESP) to obtain a cost effective reliable supply of Natural Gas transportation and related gas management services for Natural Gas delivery to multiple Postal Service facilities located within the following five (5) Postal Service Areas: Allegheny Capital Metro Mid Atlantic Northeast New York Metro The above Areas include Postal Service facilities located in the following States: Maine, Connecticut, Rhode Island, Massachusettes, New York, New Jersey, Delaware, Ohio, Pennsylvania, Kentucky, West Virginia, North Carolina, South Carolina and the District of Columbia. The objective of this effort is to aggregate Natural Gas requirements for designated Postal Service facilities with the highest Natural Gas consumption in these States by leveraging the requirements of these facilities to obtain the most competitive price for firm and/or interruptible transportation to the City Gate of the designated Local Distribution Company (LDC). The Postal Service is interested in purchasing its current and future Natural Gas requirements from one (1) source for all locations in the system that are currently able to purchase gas with transportation rates if economies justify such a purchasing arrangement. To the extent possible, the gas will be purchased from the selected ESP providing it provides cost savings to the Postal Service. This Request for Qualifications is issued as the first step towards establishing this Area wide contract. Energy Service Providers that are pre-qualified as a result of this process will be eligible to submit a price proposal in response to USPS Solicitation #089480-01-0095 to be issued in January 2001. The Scope of this contract includes providing Natural Gas transportation for delivery of approximately 1,262,175 dekatherms of Pipeline Quality Natural Gas and related Natural Gas Management services under Phase I of this contract. Natural Gas requirements under phase 1, includes Natural Gas transportation to approximately 349 Postal Service facilities consuming between 1,000 to 4,500 dekatherms annually and 54 Postal Service facilities consuming 4,500 or more dekatherms annually as designated in the Request for Proposal. Natural Gas will be furnished on an "All Requirements" basis and delivered via firm and/or interruptible transportation for a contract term of twelve months effective April 1, 2001 through March 31, 2002 with a one (1) year renewal option. Under Phase II, the ESP will provide transporation services for approximately 1,580,594 dekatherms of quality pipeline Natural Gas to approximately 403 Postal Service facilities consuming less than 1,000 dekatherms of Natural Gas annually. Total Natural Gas consumption under both phases is estimated to be 2,842,769 dekatherms annually.
