- 17. This proposed procurement is Unrestricted. The NAICS Code is 541511 , Custom Computer Programming Services or SIC Code is 7379, with a size standard of $18,000,000. The period of performance will be for an initial three (3) year period with a two (2) year option period (not to exceed five (5) years total). The mission of the Army's Residential Community Initiative (RCI) Program is to enhance the value of Army Family Housing, to revitalize Army Housing Communities (facilities and neighborhoods), and to provide Army families with new housing to meet rising quality-of-life demands. The mission is accomplished through outsourcing initiatives and alliances with the private sector (i.e., the developer-partner) (refer to CBD Special Notice, dated 25 Oct This proposed procurement is Unrestricted. The mission is accomplished through outsourcing initiatives and alliances with the private sector (i.e., the developer-partner) (refer to CBD Special Notice, dated 25 Oct 2000,Sources Sought). The Army intends to award a contract to a commercial source for a fully automated financial/Basic Allowance for Housing (BAH) payment system to interface with DFAS and to facilitate starting, managing, tracking, updating, and stopping military payroll allotments to pay the collected rent to the developer-partner in support of the RCI privatized housing program. This financial/BAH payment system must be beta-tested and fully operational and implemented by 30 March 2001, no exceptions. The Army requires financial administrative support services to facilitate movement of funds from military members' (estimated at 5,482 members) individual military payroll accounts to the selected developer-partner at Ft. Hood, TX, where the RCI program will be implemented. The contractor may need to develop or modify computer software to make it compatible with automated Government created payroll and other files. Cost to develop and test the rent payment system will be recovered by payment of a one-time fee. Implementation of the BAH rent payment system to the Asset Manager will be recovered by the contractor monthly via a transaction fee, not to exceed $159,264 for the first year, over the term of the contract. The project will be advertised as a Request for Proposal, firm-fixed price contract with award fee. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Basic evaluation factors will include (1) Relevant Experience (work of same or similar type), (2) Past Performance (demonstrate satisfactory or higher performance ratings; favorable consideration will be given to those proposals that provide documentation of performance that is above average or outstanding), (3) Subcontracting Experience (by submitting your subcontracting plan, for large businesses). All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan. The subcontracting goals are 60% for small business, 15% for small disadvantaged business, 8% for women-owned small business, and 2% for Hubzone small businesses. The subcontracting plan needs to be submitted at time of receipt of proposals. The government intends to make this award without holding discussions. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administrative Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
