Description
The National Naval Medical Center (NNMC) in Bethesda, MD is seeking sources to provide Weekday Shuttle Bus Services in and around the grounds of the National Naval Medical Center for the period of 1 February 2001 thru 30 September 2001. General Description: The work includes but not limited to : (1) The operation of two bus lines, the Blue line and the Gold line for the AM rush between the hours of 0610 and 0855 for the purpose of picking up and discharging passengers at designated stops around the NNMC campus and the Medical Center Subway Station, (2) The operation of two bus lines, the Blue line and the Gold line for the PM rush between the hours of 1445 and 1730 for the purpose of picking up and discharging passengers at designated stops around the NNMC campus and the Medical Center Subway Station. (3) A sign (denoting the National Naval Medical Center Blue line and Gold line) and colored background (blue for Blue and gold for Gold line) having a minimum size of at least 24 inch x 36 inch but being large enough to convey to riders that the bus is part of NNMC and which route is being run. The sign shall be placed on both the left and right sides of the bus. Additional signs and/or scrolling signs shall be placed on the front and back. The sign on the back of the bus is also to be at lease 24 inches x 36 inches while the sign on the front is to be as large as can fit. (4) The maintenance of a timetable that gurantees a maximum passenger wait will not exceed the range of 7 to 13 minutes at any stop. (5) The placement of 16 inch by 24 inch color map of routes in bus, the display of afternoon timetable within bus, and the placement of a small rack to hold Shuttle Bus Flyers having a width of 4 inch x 8 inch or less. (6) Quarterly reports, following similar format as shown in (Attachment 2) of daily ridership totals, split into two categories -- Gold line rush and Blue line rush, broken down by the hour, and summed by the day and month. (7) The Ability to instantly contact manager of service 24 hours a day, 7 days week, via pager, cellular phone or other telecommunications technology and obtain two way communication between the manger of the service and the drives of the service while the two routes are being run as needed. (8) The buses shall have at least 18 passengers seating after the removal of any seats to accommodate the wheelchair lift, containing wheelchair lift, having driver for each bus being operated, and being supplied with required fuel and maintenance. All work under this scope of work is to be performed on the grounds of the National Naval Medical Center (NNMC), Bethesda, MD and the Medical Center Subway Station across from the entrance to NNMC. All work must be in accordance with STATEMENT OF WORK (SHUTTLE BUS SERVICE AT NNMC) Attached. All companies interested in a copy of the solicitation can fax request to (301) 295-0286. All bids must be received by (4:30 pm EST) on 05 January 2001. Award company must have prior to receipt of award be registered in the DoD Central Contractor Registration (CCR), have Cage Code, DUNS Number and Federal Tax Identification Number. THe Government will select the offeror which provides the greatest value to the Government. Cost/Price could become the determining factor in selection. The Government reserves the right to make an award without discussions and/or negotiation. This acquisition is being conducted under the guidelines set forth in Simplified Acquisition Procedures (SAP). Award will be made in the form of a Government Purchase Order.
