- NASA/JSC plans to issue a IFB/Request for Offers for the following: Offeror shall provide all labor and materials, except as noted, to provide a complete, functioning, Energy Management and Control System (EMCS) for centralized control and monitoring of Heating, Ventilation, and Air Conditioning (HVAC) equipment in three buildings at NASA JSC White Sands Test Facility. Also provide labor and equipment to replace the existing central computer for an EMCS already in place and serving nine buildings. The work involves fabricating building panels, programming sequences of control for each panel, installing the panels and two new central computers (primary and back-up), revising control programming in the existing system, field testing the system, and training on site personnel. The new system must utilize the existing nine building panels and serve as a unified system for all twelve buildings. The new system will have approximately 300 control points. All HVAC equipment sensors, relays, and interfaces will be provided along with cabling to the point of installation of the new building panels and are not included in this project. The project is divided into a basic system and four options, which add approximately 30 control points each. Options may be excersised at the time of contract award. The order of magnitude for the procurement is $100,000 -- $200,000 and the effort shall be completed within 90 calendar days after notice to proceed. The anticipated release date of the IFB/RFO is on or about January 09, 2001 with an anticipated offer closing date of on or about February 08, 2001. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
