Description
Background " NOTICE OF CONTRACT ACTION (NOCA), ANTICIPATED RELEASE DATE OF REQUEST FOR PROPOSAL On or about 16 Jan 01, the Training Systems Product Group (TSPG) at Aeronautical Systems Center (ASC), Wright- Patterson AFB anticipates releasing an electronic Request For Proposal on the Training Systems Acquisition II (TSA II) Program to determine the existence of potential sources capable of providing design, development, installation, test, production, sustainment and disposition of complex aircrew, maintenance, and system specific training systems, including training devices, courseware, software, hardware, visual/sensor systems and databases, and contractor logistics support (CLS). A sources sought synopsis for this requirement was posted in the Commerce Business Daily (CBD) on 28 Jun 00. Industry Days for this requirement were held on 15-16 Aug 00 at Wright-Patterson AFB and again on 13-14 Nov 00 at Hill AFB. The Draft RFP was released incrementally between 1-15 Dec 00 for comments due 20 Dec 00. Dates for submission of the various proposal volumes are established in the RFP. Offerors will be given 30 days for past performance submittals, 45 days for technical volume and 60 days for cost and contract information. The North American Industry Classification System (NAICS) code 336413 applies with a size limit of less than 1000 employees including the offerors and its affiliates. It is anticipated that this effort will result in multiple ID/IQ contracts with a 15-year ordering/performance period. The proposed awards will contain multiple pricing arrangements for firm-fixed-price (FFP), fixed-price- incentive-fee (FPIF), fixed-price-award-fee (FPAF), time and materials (T&M), labor-hour (LH), cost-reimbursement (CR), cost-plus-award-fee (CPAF), cost-plus-incentive-fee (CPIF), cost-plus-fixed-fee (CPFF), and firm-fixed-price level-of-effort (FFPLOE) line items. A portion of this effort is intended for small business concerns with approximately four awards anticipated for small business set aside and approximately six awards under full and open competition. Contract award is planned for July 2001. This acquisition will be conducted under the source selection procedures outlined in FAR Part 15.3 as supplemented by AFFARS Part 5315.3.
