Description
This amendment to the original synopsis, posted on November 14, 2000, is provided to clarify the Government's requirements regarding the study and to announce the proposed release date of the Request for Offer (RFO). The purpose of this short term study is to employ prime contractors who have a proven record of building and flying large "GOES-class" operational geosynchronous spacecraft (i.e., spacecraft with a payload capacity capable of hosting the GOES payload and able to perform the required operational mission) and who consider themselves to be viable competitors for the future GOES-R series spacecraft prime contract opportunity to: assist in the development of refined envelope and resource requirements for the two new primary GOES instruments, the ABI and the ABS; to identify the impacts of communication and solar array options on instrument resources and flight system design; and to assist in defining standardized electrical interfaces between the instruments and spacecraft. Although this short term study is not directly tied to the planned phased procurement of the future GOES spacecraft that is expected to begin in FY '02 with formal formulation studies, the government intends this study to be an opportunity for prime contractors hoping to build the future GOES spacecraft to advise and assist the government in developing basic mission design parameters and for such contractors to begin preparing for the future procurements. To perform the study, the contractors will need to evaluate the ability of their own previously flown and soon to be available geosynchronous spacecraft to host the perceived future GOES payload as defined for this study. The contractors will also need to evaluate the extent to which their spacecraft will need to be modified to host the GOES payload. Hence, access to and intimate knowledge of the performance and design information of their existing and perhaps soon to be available GOES-class spacecraft will be required to perform the study. Small businesses who originally responded to the first synopsis by providing capability statements and any other interested small businesses, are requested to re-evaluate their capabilities and interest based on the additional information provided above, and if appropriate, provide information demonstrating the company's measurable capabilities to meet the Government's requirements. This information should be submitted no later than January 8, 2001. The Government will evaluate any responses received; however, if it is determined that no small businesses possess the required capabilities, it is NASA's intention to proceed under full and open competition procedures. NASA/GSFC plans to issue Request for Offer (RFO)5-02594/235, on or about January 11, 2001, for these payload accommodation studies. It is anticipated that the Government may award up to four study contracts, each with a firm-fixed-price not to exceed $500K for a six-month period of performance. THIS PROCUREMENT IS FOR ACCOMMODATION STUDIES ONLY. AT THIS POINT IN TIME, NO FUNDING OR PROGRAM AUTHORITY EXISTS FOR THE PROCUREMENT OF THIS HARDWARE. The acquisition will be conducted using NASA MidRange procedures found in NASA FAR Supplement Part 1871. The solicitation due date will be on or about February 9, 2001. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Fixed-price contracts are contemplated.
