Description
THIS REQUEST FOR PROPOSAL IS RESTRICTED TO SMALL BUSINESS CONCERNS ONLY. SEE NUMBERED NOTE #1 STATEMENT OF WORK Development of Database Modules for Public Water System Program EPA Region VIII I. Title Continuation in the development of building the MS Access front end enhancement to SDWIS/STATE (Safe Drinking Water Information System/State Program) to produce a standardized menu system, standard reports, on-line data screens, data entry forms, modules for EDI (Electronic Data Interchange), mail merge capabilities, on-line help screens, on-line maintenance, on-line security, and queries to determine compliance which apply to the Safe Drinking Water Regulations (40 CFR Part 141). II. Estimated Period of Performance From Work Assignment Issuance through September 30, 2001. III. Purpose Contractor support is required for the continuation on the development and building the MS Access front end to work in concert with SDWIS/STATE. Also periodically working in an Oracle environment to develop indigenous regional tables that SDWIS/STATE does not hold and build proper relationships with standard SDWIS/STATE tables. To produce a standardized menu system, standard reports, on-line data screens, data entry forms, on line queries, modules for EDI (Electronic Data Interchange), mail merge capabilities, on-line help screens, on-line maintenance, on-line security, and to determine compliance with the Drinking Water Regulations (40 CFR Part 141). The intangible but equally important benefit of producing this product will be that data will be used more frequently, resulting in improved data assurance and data quality. IV. Background The National Primary Drinking Water Regulations (40 CFR Part 141) requires all Public Water Systems (PWS) to routinely monitor for bacterial and chemical contaminants and to meet certain treatment technique requirements. The PWS regulatory program for the State of Wyoming and Tribal Lands is implemented directly by EPA Region VIII, Municipal Systems Unit. In order to run this program efficiently and effectively, it is essential for the Region to have a reliable automated data management system. The PWS program has chosen to use "SDWIS/STATE", a system that is compatible with the Region VIII's computer and systems environment and is being built at the EPA Headquarters level. At this point in time, SDWIS/STATE only has limited capabilities for running compliance for all PWS rules. Other business systems will be developed at the Headquarters level with state and regional input. V. General Methodology The purpose of the Work Assignment (WA) is to provide a standardized menu system, standard reports, on-line data screens, data entry forms, modules for EDI (Electronic Data Interchange), mail merge capabilities, on-line help screens, on-line maintenance, on-line security, and queries to determine compliance with the drinking water regulations for all Drinking Water personnel at their desktops. Also using an Oracle environment to develop regional tables that SDWIS/STATE does not hold and build proper relationships with SDWIS/STATE tables. The Work Assignment Manager (WAM) and pertinent EPA staff will meet weekly. with Appropriate contractor and/or contractor managers to discuss status of assignments, potential solutions to problems, technical exchanges, and priorities for activities in their resolution. The contractor will work closely with the WAM and each rule manager to ensure that all products developed will meet the needs of the PWS program staff. The contractor will provide: A standardized menu system that is accessible through the Region VIII LAN and available at the desktops of Drinking Water personnel. This menu system will include all sub-menus that will provide standard reports, on-line data screens, modules for EDI (Electronic Data Interchange), mail merge capabilities, and queries to determine compliance with the drinking water regulations (40 CFR Part 141). Documentation for the desktop application, as well as the protocols developed for integrating the application with SDWIS/STATE. Any changes made to SDWIS/STATE as a result of development of the desktop application will be incorporated into the SDWIS/STATE documentation for Region VIII. Assist in the training and/or presentations to interested Regional personnel on how to use the desktop application. Where needed, general on-line help will be built into the application. On-line maintenance, on-line security, debugging assistance for the application. In an Oracle environment develop regional tables that SDWIS/STATE does not hold and build proper relationships with SDWIS/STATE tables. Additional special projects concerning the relevance between MS Access and SDWIS/STATE will be accomplished on an as needed basis. The vendor procured under this contract will develop the needed queries, forms, reports, mail merge capabilities, and modules in Microsoft Access. Regional tables will be developed within Oracle. Word processing shall be done using the software package Word Perfect or a package capable of conversion to Word Perfect by the contractor. The contractor will follow all applicable Office of Information Resource Management(OIRM) requirements. The contractor shall provide the skills, materials, and services necessary to perform the following tasks. VI. Statement of Work Requirements Task Description, Deliverables and Acceptance Criteria: Task 1: Development of Project Plan The contractor shall develop a work plan within 20 working days of receipt of this Statement of Work. This work plan shall break down the hours and dollars by task and shall include a staffing plan. Task 2: Bi-Weekly Status Reports The contractor shall prepare bi-weekly written task specific status reports to the EPA WAM. These reports will describe: 1. Work accomplished during the reporting period; 2. Work planned for the reporting period but not accomplished and their reasons; 3. Work in progress; 4. Problems encountered during the reporting period and what action has been/is being taken to resolve them; 5. Status of outstanding issues from the previous reporting period; 6. Work planned for the next reporting period. Task 3: Modifications to SDWIS/STATE to produce desktop application The contractor shall not modify the relationships between tables in SDWIS/STATE in order to produce the desktop application. Although, if needed, new tables shall be developed with the proper relationship to the SDWIS/STATE table in Oracle to enable differences in compliance for each PWS rule/regulation. The following steps will be taken to accomplish these tasks: 1. Review and analyze SDWIS/STATE to determine the necessary work required to develop an entity table to include fields for unique program identifiers (e.g. PWS identification numbers, sources, data facility identifiers, etc.) in the entity table. The EPA WAM will communicate with appropriate Region VIII personnel to ensure that activities occurring in this project are consistent with other data standardization/integration/warehousing projects in the Region. 2. Creation of the MS Access front end to SDWIS/STATE. The contractor will provide documentation, how the application works, and basic training and/or coordinate presentations to interested Regional personnel. Filters and/or search capabilities should be available (e.g. sort by state, county, source type). General on-line help should be built into the application. No changes to the standard entity table relationships of SDWIS/STATE will be allowed. No changes to the existing data will be allowed, except by personnel authorized to make changes to the SDWIS/STATE entity tables. Error in data can be reported to the SDWIS/STATE DBA. Task 4: Technical Support for Debugging and Enhancements The contractor shall provide technical support for debugging and enhancements to the application. The following steps will be taken to accomplish this task: 1.The contractor will provide technical support to the WAM in order to debug the application, if necessary. The intent is for the Regional personnel to be proficient in using the system without relying on the contractor to serve as the Regional support/hotline capacity. However, if programming errors exist in the application and prevent it from functioning properly, the contractor is responsible for correcting those errors. 2Assuming adequate funding, the contractor will work with the EPA WAM to design future enhancements to the system based on Regional input. Enhancements may include incorporation of new data tables and elements. Not all enhancements are defined at this time, but may be requested following implementation and use of the application by Region VIII personnel. 3.All changes and/or enhancements will be incorporated into the existing documentation for the desktop application and for SDWIS/STATE in Region VIII. VII. Reporting Requirements No additional status reports are requested. Status reporting requirements will be as defined in the contract. IX. Other Requirements All deliverable documents produced under this work assignment shall use WordPerfect September 30, 2001 for Windows or a word processing package capable of transferring documents to WordPerfect and shall be provided to the WAM in hard copy and on 3.5" diskettes for final deliverable documents only. The MS Access front end and SDWIS/STATE, and their source code, and all documentation (whether electronic or hard copy) are the property of EPA. Electronic copies of the system, their source code and all documentation shall, at minimum, be made available to the EPA WAM. As with any contract of this type and scope, the WAM must protect against the appearance of personal services. In all instances where the contractor personnel might be assumed to be EPA personnel, they will identify that they are contractor personnel supporting EPA. The proposals will be ranked by the following factor (in order of importance) 1. Analyze alternative approaches concerning aspects of ADP system design. 2. Understanding of system interrelationships between software packages and equipment configurations. 3. Knowledge of the Safe Drinking Water Act. 4. Price. All questions will be in writing and submitted to Maureen Martin at martin.maureen@epa.gov. Price quotations must be receive by 4 p.m. on January10, 2001.
