Description
NASA/JSC plans to procure Center Operations Support Services (COSS) at Johnson Space Center (JSC), including Ellington Field and the Sonny Carter Training Facility, as a follow-on to the current Base Operations Support Services contract ending March 30, 2002. The potential contract will require maintenance and operation of the complex JSC site including, but not limited to: critical requirements of backup power to the Mission Control Center, support of unique training facilities for the International Space Station and Space Shuttle Programs, vacuum chambers, Neutral Buoyancy Laboratory, and various other laboratories. Requirements will include plant maintenance and operations; minor construction; painting; logistics; engineering and design; custodial; grounds maintenance; rigging, heavy hauling and transportation, including flight hardware; and environmental management, including waste treatment and disposal, compliance with environmental regulations and laws (federal, state and local), and strategic planning to support JSC's environmental programs. JSC is an ISO 9001 and OSHA VPP Star certified site; and consequently, interested parties will be expected to address experience working within these environments. Also, the winning contractor will be expected to have an approved purchasing system. To fulfill these requirements, NASA plans to release a Request For Proposal (RFP). The RFP will result in a firm fixed price contract with an IDIQ (indefinite delivery/indefinite quantity) feature for additional requirements within the general scope of the Statement of Work. The contract will be written for a base year with four, 1-year options for a total of five years. A DRAFT RFP will be released late January 2001. One of the purposes of the draft RFP is to allow interested parties the opportunity to submit questions, comments and innovative ideas; therefore, industry participation is encouraged. Industry inputs will be received up to 30 days after the draft RFP release date. A listing of small businesses which have expressed interest in participating in this procurement will be released with the draft RFP. A preproposal conference will be held in the February/March 2001 timeframe and prior to the release of the official RFP. After incorporating results from the draft RFP, it is anticipated that the official RFP will be released in late April 2001. The Government contemplates requiring the offerors to submit the past performance portion of their proposals in May 2001 with the remaining portion of the proposals due mid-June 2001. A 60-day phase-in for the new contractor is planned. The solicitation and, to the extent possible, documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. All qualified responsible sources may submit a proposal which shall be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 561210 and $20M, respectively.
