Description
Salvage of six portal-type cranes from Puget Sound Naval Shipyard, Bremerton WA. The contractor will perform all services to lift the cranes and to remove them via contractor-provided barge. Cranes have main hoist capacities from 30 tons to 56 tons, heights from 66 feet to 100 feet, lengths from 41 feet to 61 feet, widths from 22 feet to 46 feet, and weight from 160 tons to 550 tons. Crane sizes range from 902 square feet to 2,760 square feet. Some of the cranes are operational. Some cranes have missing parts. Dates of crane manufacture range from 1939 to 1968. Complete information on each of the cranes will be provided in the solicitation. Title to the cranes and risk of loss shall pass to the contractor when lifted off Government property. Space is restricted at the shipyard worksite. Only minimal dismantling (e.g., removing boom) will be performed by the contractor on Government property. The safe reutilization or disposal of the cranes is the responsibility of the contractor. The contractor shall not sell the cranes "in place" but shall remove them from Government property. The removed salvage cranes themselves constitute part of the contract consideration for the salvage/removal service. The cranes are contaminated with paint and other material containing lead. The cranes also contain asbestos and other hazardous material. The contractor is responsible for compliance with all safety and environmental regulations in transportation, salvage, and final disposition of the cranes. Resulting order will be firm, fixed-price type awarded under procedures for commercial (FAR Part 12) services using simplified acquisition procedures (FAR 13.5). The Government anticipates award of a single order encompassing removal of all cranes. A split award is not anticipated. All cranes must be removed within 30 days of contract award date. The date of the single, mandatory site visit will be specified in the solicitation. DoD Central Contractor Registration (http://www.ccr2000.com/) is required. Prospective offerors not CCR-registered should immediately begin the registration process. This procurement is set-aside 100% for small business. The size standard is $7.0 M for NAIC 23595. This procurement is a best-value acquisition. Evaluation factors will include Technical/Safety, Price, and Past Performance. Offerors will be required to submit a Load-Out Plan (showing crane lift arrangement), Safety Plan, Lead Work Control Plan, and Hazardous Waste Management Plan, and (if hazardous materials are used) a Hazardous Material Control and Management Plan. This will be a web-posted solicitation. The solicitation will be posted to the NECO website: http://www.neco.navy.mil under "Business Opportunities" and solicitation number "N0040601T0169". No hard-copy solicitation or amendment documents will be distributed by the Government. The Government will not mail, fax, or e-mail the solicitation or any amendment thereto. Subsequent amendments to the solicitation, if any, will be promulgated ONLY via the NECO website. Because this is a web-posted solicitation, a Solicitation Mailing List is not maintained by the Government. Prospective offerors are responsible for checking the referenced web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance.
