- The Library of Congress has a requirement to purchase unlimited online access for more than 4000 desktop users, including organizations with geographically distributed subsidiary sites, participating in a FEDLINK consortium. This notice is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation, for which written proposals are being requested. The responses must convey the ability of the offeror to meet the following minimum requirement: General descriptive statement of minimum requirements: To provide unlimited online desktop access to an estimated relevant user population of 4000 to 10,000 scientists and research professionals distributed among major scientific and technical organizations within the Executive, Legislative and Judicial branches of the federal government, including organizations with geographically distributed subsidiary sites, participating in the FEDLINK consortium. The following requirements will be evaluated by the government on behalf of interested FEDLINK consortium members: (1)Unlimited access to the INSPEC database via Internet/Web. The INSPEC database contains more than five million citations with abstracts, to the worldwide literature in physics, electronics, engineering, computers, and information technology. Primary coverage is of journal articles, conference papers, technical reports and dissertations and papers presented at conferences. (2) Access must be made available via IP recognition. The vendor will supply blind login scripts and have the capability to provide access via a password/ID, if requested. Some participating sites may require local loading authority. (3) Capability for linking to locally mounted and commercially available electronic journals covered by INSPEC, or demonstration of capability planned for implementation during period of performance evaluation ratings. (4) Provide monthly cumulative and site specific usage statistics to the consortium point of contact (POC) and/or accessible online to library administrators within the consortium. (5) Allow for redistribution of search results via print, fax, email, intranet, etc. limited to the following conditions: a) The recipients of such redistribution are the members of the "estimated relevant user population of 4,000 to 10,000 scientists and research professionals" stated earlier. b) The redistributed results are to be used in an ephemeral way and not be designed as an archived, substantial subset of the parent database, INSPEC.(6) Provide a technical point of contact for resolving problems and answering access questions.(7) Provide system downtime warnings and reinstatement information in a timely manner. (8) Provide consortium participants with distribution copies of its database searching guides, end-user training videos, printed publicity, marketing materials, etc. (9) Provide no-cost user training if available as a standard option or reduced cost training options via on-site, telephone, etc. if not provided as a part of a standard subscription. (10) Provide a interface that is able to be customized by individual institutions and that was evaluated by the technical review panelists and determined to be user friendly, easy to learn and suitable for a wide variety of federal installations.The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial and 52.212-4 Contract Terms and Conditions -- Commercial Items (under this clause the following clauses have been modified by the Library of Congress; 52.233-1 Disputes; 52.232.25 Prompt Payments. These clauses shall be available upon written request. Offerors shall include a complete copy of the provisions at 52.212-3 Offeror Representations and Certifications -- Commercial Items, with its offer. The clause 52.212-5 Contract Terms and Conditions Requirement to Implement Statutes of Executive Orders -- Commercial Items applies to this acquisition (under this clause the following clauses have been modified by the Library of Congress; 52.223-3 Convict Labor and 52.215-2 Audit and Records -- Negotiation. The following FAR clauses are applicable under 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Handicapped Workers; 52.225-3 Buy American Act -- Supplies.
