- Description
- The Environmental Protection Agency is seeking technical support to the Office of Solid Waste/Hazardous Waste Identification Division in EPA's development of rules, analyses and reports pertaining to the definition of solid waste; hazardous waste recycling; determination of which wastes should be listed as hazardous; identification of characteristics (e.g., ignitability, etc.) of hazardous wastes; development of regulations and guidance on the export and import of solid and hazardous wastes, medical waste, used oil, waste generation and transportation; and hazardous waste delisting and various special projects regarding waste characterization. The purpose of this announcement is to determine the availability of small businesses capable of performing the activities included in the statement of work. It is anticipated that the resultant contract type will be Cost-Plus-Fixed-Fee, with a one year base period and 3-one year option periods. The estimated total contract level-of-effort is 63,600 hours. The scope of work for this contract primarily includes providing EPA with technical and outreach support in several major program areas: developing hazardous waste listing determinations and defining hazardous waste characteristics; completing the Hazardous Waste Identification Rule; reviewing petitions and supporting information for excluding or exempting wastes from regulation as hazardous waste; developing rules and reports pertaining to the definition of solid waste, hazardous waste recycling, medical waste, used oil, waste generation, manifesting and transportation, universal wastes, development of U.S. policies and positions on international waste issues, the export and import of solid and hazardous wastes; and other tasks in accordance with the activities conducted in each of the three branches, as described in the statement of work. Specifically, the Contractor shall perform work assignments issued by the Contracting Officer (CO) that fall within the scope of the following tasks. Some work assignments will require intense effort and must be accomplished under strict time limitations. TASK 1 -- OUTREACH AND PUBLIC INVOLVEMENT SUPPORT (16% of Total) technical support in the preparation of internet web pages, brochures, fact sheets, pamphlets, speeches, organization of workshops, and public meetings and hearings. TASK 2- HUMAN HEALTH AND ECOLOGICAL HEALTH ANALYSIS (17% OF TOTAL) This work shall be performed with regard to current actual or hypothetical waste management practices to support the development of solid and hazardous waste regulations. TASK 3 -- ENGINEERING ANALYSIS and DATA COLLECTION/EVALUATION (26% OF TOTAL) technical support by collecting relevant technical information on selected industry segments and assembling it into process engineering analyses for use by EPA in identifying wastes as hazardous and collecting an d assessing data on waste and waste constituents relevant to characterizing potential hazards of the waste, and making other regulatory determinations and decisions. TASK 4 -- WASTE SAMPLING AND LABORATORY ANALYSIS SUPPORT (9% OF Total) technical support in developing quality assurance project plans, sampling and analysis plans, conducting sampling trips to collect waste or other environmental samples, performing laboratory analysis of samples to characterize waste or other samples, and generating waste characterization reports. TASK 5 -- REGULATORY IMPACT ANALYSIS SUPPORT (5% of Total) providing technical support in the identification and analysis of regulatory options and the development of regulatory flexibility analyses and information collection requests. TASK 6 -- ANALYSIS AND TECHNICAL SUPPORT FOR DEVELOPMENT OF REGULATIONS, GUIDANCE, AND OTHER OSW REPORTS (25% of Total) technical support to EPA in its development of regulations, guidance, and reports by performing: economic and risk analyses of options for regulating hazardous and solid waste; technical editing reviews to verify the accuracy of technical data in EPA reports and EPA regulatory support documents; fully substantiated analysis of implementation, technical, and policy issues associated with various regulatory options; fully substantiated analysis of public comments and creation of draft comment response documents for proposed rulemakings, assembly and creation of indexes for rulemaking docket materials. The Contractor shall furnish all resources including the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform this Statement of Work/Specifications, and to carry out the specific tasks identified in Work Assignments and to perform management functions including monthly and quarterly meetings with EPA representatives to review issues, problems and performance. The statement of work requirements fall under NAICS code 54162. Interested small businesses must demonstrate in their qualification statements that they are qualified to perform work under this NAICS code. At a minimum each small business/small disadvantaged business shall provide specific details personnel capabilities; office locations; size of firm (employees/revenue); financial resources; other contracts, both federal and commercial and; capabilities/experience necessary to perform work listed above.
