Description

The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with ENSCO, Inc., Melbourne FL, on behalf of the Air Force Technical Applications Center (AFTAC), for support to perform final analysis and source evaluation of regional seismic, teleseismic, and hydroacoustic data to document individual seismic station performance and to review AFTAC historical documents as directed by Presidential Executive Order 12958. Required support is to process, analyze and evaluate regional seismic and teleseismic data on the National Data Center (NDC) computer platform consisting of Sun workstation UNIX-based technology. The regional seismic data analysis and evaluation requires 24 hour-per-day, 7 days-per-week coverage. Contractor personnel require current and active Top Secret/SCI security clearances and must have an established and documented expertise in seismic analysis and seismic source evaluation for a minimum of 5 years of the previous 7 years. This sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the specialized effort required is available from only one source. The program is for 2.5 years. The applicable NAIC code and size standard are 541330/$20.0M. No solicitation document exists at this time. The 45th Contracting Squadron has determined that ENSCO, Inc. is the only source capable of providing the necessary services. See Numbered Note 22.*****
