- VISN 17, consisting of the Temple, Waco, and Marlin, TX VA Medical Centers, is in process of establishing a Wide Area Network to support voice, video and data. This procurement identifies the requirements for the telecommunications circuits (T-3 service) that will be required to support the backbone of that network. The contractor selected will provide three leased clear-channel T3 (45Mbps) circuits linking the VA Medical Centers in Dallas (4500 South Lancaster Road, Dallas, TX 75216), Temple (1901 Veterans Memorial Drive, Temple, TX 76504) and San Antonio, Texas (7400 Merton Minter Blvd, San Antonio, TX 78284). Circuits to comply with all applicable telecommunications standards. Circuit 1 will connect Dallas to Temple (214-742 to 254-778); Circuit 2 will connect Temple to San Antonio (254-778 to 210-617), and Circuit 3 will connect San Antonio to Dallas (210-617 to 214-742). The circuits will include both long haul and local loops that will terminate in the current telephone demarcation at each of the locations listed above. Termination of the circuits shall be standard dual 75-ohm BNC connectors. These will connect to a VA provided Cisco PA-MC-T3 module in a 7513 router. The following demarcation extension is required at each site: 1) At the Dallas location (termination at Building 2, Clinical Addition, Room BB200), the demarc and the router are approximately 50 feet apart and 75 ohm coax will be required for the connection. The router is in Building 2, Clinical Addition, room BB208. (2) At the Temple location (termination at Building 163, Room BB124), the demarcation and the router are approximately 500 feet apart and will require a pair of T3 copper/multimode-fiber line drivers per circuit and the necessary 75ohm coax patch cables. The router is in Building 162, room F124. (3) At the San Antonio location, the demarcation and the router are approximately 300 feet apart and 75ohm coax will be required for the connection. The router is in room I100. The network is being implemented as three circuits to provide for redundancy and fault tolerance and proposals shall clearly indicate how this is to be addressed. High-risk areas that include common trench, common duct bank, or common fiber bundle shall also be clearly indicated on proposal. SUBMISSION INSTRUCTIONS: Each response to this RFP must be submitted with separate technical and cost proposals. The following information shall be included. 1) Name, telephone number, and e-mail address of the representative submitting the proposal and to whom acceptance shall be addressed. 2) Name, telephone number, and e-mail address of technical engineer (Technical proposal only). 3) A statement that the proposal is valid and service will be performed as proposed. 4) The following information is required to be included in proposal: TECHNICAL PROPOSAL: Infrastructure: A detailed Texas topological map shall be included which clearly illustrates the cities in which POPs are located, the bandwidth capacity between each city, the current utilization of each link, and a description of how the utilization is measured and calculated. If the map does not state the protocol architecture of the national network infrastructure of the national network infrastructure, provide that information separately. Only current established and operational connections shall be included on this map. If the map includes pending connections, they must clearly be identified as such. Augment the map if necessary with the required information. The links that will be utilized to support the three required circuits shall be clearly identified. Co-location with SWBell CO's shall also be clearly indicated as all three sites are within Southwestern Bell LATA's. Upgrade Plans: Describe the means by which the network is monitored for utilization, bottlenecks and routing stability. Also provide existing in-progress plans to upgrade network capacity and their projected completion date. Proposal cost shall include technology upgrades as they become available. Reliability: Include statistics maintained on service "uptime." A service level commitment is required. Describe it in detail and the required procedure for credits if the service-level commitment is not met. Technical Support: Include the policy and procedure for reporting trouble with the transit service provided. Include response time commitments and an escalation schedule and procedures for requesting escalation. These circuits shall be identified as medical. Include a priority schema indicating where these circuits will be ranked. Acceptable Use Policy: Include the acceptable use policy or other policy which governs the terms and conditions of use of and/or allowable transmission content using the proposed services. Include in full text any other documents which may be referenced in your proposal. Lead-time: Indicate the typical and realistic time between acceptance of the proposal and service operational use. Indicate proposed date for activation of circuits, expressed in number of days from date of award of contract to activation of circuits. Provide narrative of processes to meet proposed dates for activation of circuits. Include all milestones of the process. References: Contractor shall provide ten references with the following information provided on each: a) Company name, b) Contact person and position, c) telephone number of contact person, and d) a summary of the project. At least four of the references shall be from projects with requirements comparable to this project. Projects and references older than two years from date of this publication are not acceptable. COST PROPOSAL: Cost proposal shall include pricing structures for one year with two option years, to be exercised at the discretion of the Government. Extension of demarcation shall be addressed as a separate option on proposal (see below). Extra lengths are the responsibility of the contractor. Contractor shall structure cost proposal as follows: CLIN 0001, T-3 line from Dallas to Temple (break out recurring costs and nonrecurring costs). Recurring costs should be broken down to the local loop cost and the long haul costs. Nonrecurring costs are those costs for equipment and other one-time costs associated with installation of these circuits. CLIN 0002, T-3 line from Temple to San Antonio (same instructions as above) CLIN 0003, T-3 line from San Antonio to Dallas (same instructions as above). Contractor has option to provide services and material necessary to provide extension of demarcation for T-3 lines where necessary. If you plan to bid on this extension, please identify this item as Optional CLIN Item 0004. The VA retains the option to have the work identified as CLIN 0004 performed by exercising the option upon award of the contract, or by having the work performed by VA Personnel or separate contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation 674-19-01 is issued as a Request for Proposal. This announcement constitutes the only solicitation and a written solicitation will not be issued. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 20. The required T3 lines shall be delivered to each of the above VA Medical Centers. Acceptance will be made upon satisfactory performance of all three T3 lines. Provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Provision at FAR 52.212-2, Evaluation Commercial Items, is included. Evaluation Factors are as follows: 1) Current infrastructure and ability to provide the services specified at all three sites. 2) Past Performance. Contractor's reliability and ability to meet established due dates in previous contracts will be evaluated by contacting references and other government agencies. (3) Lead time (time from date of award until activation of all three circuits). (4) Cost. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Award will be made to the contractor whose proposal represents the best value to the Government, price and other factors considered. All proposals from responsible offerors will be considered. Contractor shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with offer. Contractors may request copy of form from contracting officer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition, with the following clauses: 52.219-4, 52-219-8, 52-22,21, 52-222-26, 52-222-35, 52-222-36, 52-222-37, 52-232-34, 52.239-1, 52.217-9, 52, 219-23, 52.232-19, and VAAR 852.219-70. FAR 52.222.41, Service Contract Act of 1965, as amended, and FAR 52.222-44, Fair Labor Standards Act and Service Contract Act-Price Adjustment, apply to this contract. Wage Determination Number 1994-2521, Revision 20, 9/19/2000 (Bexar County, San Antonio, TX), SDN 1994-2509, Revision 17, 9/19/2000 (Dallas County, Dallas, TX); and 1994-2523, Revision 13, 9/19/2000 (Bell County, Temple, TX) are incorporated in this solicitation. Copies of the wage determinations may be obtained from the contracting officer. Service Contract Act applies to that portion of the contract performed in maintenance, installing circuits, and equipment. Offers are due by close of business 1/9/01.
