Background " This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation- as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number F3360101QA229 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20 (dated 11 Oct 00, Vol.65, No.197). The North American Industry Classification System (NAICS) code is 513310, Local Telephone Carriers (except wireless). ASC/PKWOSB seeks proposals for a rebate agreement on outbound toll free calling at Wright-Patterson Air Force Base, Ohio. The requirement is for the government to realize a positive revenue flow based on projected monthly outbound toll free (800, 888, etc.) traffic. Period of performance is anticipated to be January 2001 through January 2002, and extended upon annual review for a total period not to exceed five (5) years.
