- Description
- The Postal Service intends to award multiple contracts for Indefinite Quantity Architect-Engineer services. Solicitation 519809-01-A-0002 is due February 2, 2001, at 2:00 PM. All = submissions should be sent to US Postal Service, Facilities Headquarters, = Attn: Julie Clayton, 4301 Wilson Blvd., Suite 300, Arlington, VA 22203-1861. This solicitation focuses on A-E services to support = HQ Design & Construction national security upgrade program at = designated Postal facilities which house GSA tenants; upgrades will be = designed and constructed in accordance with the June 28, 1995, Department = of Justice (DOJ) document entitled "Vulnerability Assessment of = Federal Facilities." Tasks include: site visits and documentation of = existing conditions, meetings with USPS representatives and consultants, preparation of design documents (including physical and electronic security systems design), coordination with other consultants via Internet, cost estimating and value engineering, assistance in preparing solicitation packages for construction, technical = evaluation of contractor proposals, construction administration services, and other related services necessary for program support. Proficiency = in AutoCAD, Adobe Acrobat, Microsoft Word, Microsoft Excel, Microsoft Project, and use of Internet for file sharing and project tracking = is required. Preference will be given to firms that demonstrate strong = background in security system design. Specifically, solicitation responses = must illustrate compliance with the following minimum criteria (listed = in descending order of importance) on projects designed within the = past five years in order to be considered: a) Experience as project A/E firm on security upgrade projects to bring existing facilities into compliance with the 1995 DOJ Vulnerability Assessment guidelines, or b) Experience as project A/E firm on security upgrade projects at existing facilities, involving a combination of physical and electronic security devices such as CCTV, computerized access = control, and intrusion detection systems, or c) Experience as project A/E firm on physical and electronic = security systems designs for new construction projects. Past performance on USPS projects will also be taken into consideration, but will not be the sole determinant. Experience = on USPS projects related to security design will be given more weight than experience on USPS projects not involving security design. Indefinite quantity contracts will be awarded for two years; individual work orders will be issued. Each work order will be treated as an individual project. Work orders for any one project cannot exceed $250,000. Minimum work to be ordered under this contract is $5,000. The contract may be renewed for three = one-year periods provided the total contract amount does not exceed = $5,000,000. Firms qualified to perform services described above are invited = to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for specific Projects and a completed SF 254 for = each of its proposed consultants to the office shown above, postmarked not later than February 2, 2001. Evaluation will be conducted using = both SF 254 and SF 255. Interested firms with more than one office = must indicate on their SF 255 the staffing composition of the office in which the work will be performed. The contract contains the requirement for firms to provide evidence of current errors and omissions insurance of $200,000 per claim (exclusive of legal = fees). Participation of minority-owned and women-owned business in U.S. Postal Service architect-engineer selection is encouraged. It is prohibited to pay any fee, commission, percentage, or = brokerage fee to any person or firm contingent upon or resulting from award = of a contract for this project.
