- SOURCES are SOUGHT in Research and Development to identify and integrate additional emerging chemical biological sensors with existing Environmental Systems Management Analysis and Reporting NeTwork (E-Smart) system at Tinker AFB, OK. This effort will expand the ongoing integration of off-the-shelf sensor technologies to include emerging sensor technologies. The system will be fully exercised and challenged to demonstrate the operational efficacy of the E-SMART network for detection and warning of impending chemical or biological hazards to a friendly force. General Atomics Corporation (GA), 3550 General Atomics Courts, PO Box 85608, San Diego, CA 92186-5608 is thought to be uniquely capable of performing these tasks through their direct experience developing the original E-SMART system and software, direct experience with E-SMART node specification and sensor interface, development and integration of downhole sensors for E-SMART, maintenance of the E-SMART system assets, and development of the E-SMART communication protocol. The Government intents to solicit and negotiate with GA sole source. However, all interested parties may submit a statement of capability (SOC) package that will be considered by the agency. Interested firms should submit their experience and qualifications in the following areas: Experience with E-SMART including the ability to integrate off-the-shelf, evolving and developmental sensor technologies with E-SMART. Knowledge and capability in operating the existing E-SMART system, integrating new sensors into the system, testing system integrity and response, and challenging the system with an operational scenario to demonstrate the efficacy of the E-SMART system as a chem/bio hazard detection and warning system. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
