Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with Boston University School of Public Health, 715 Albany St., T5W, Boston, MA 02118 to provide expert advice, technical assistance and reports to HRSA on activities related to State Data Integration, Prenatal Care Services, and Evaluation of the Healthy Start Program. This assistance will enable HRSA to explore policy, programmatic and administrative options for future data integration policy and leadership; enhancements of its prenatal and maternal health service efforts; and improve evaluation/assessment of its current maternal and child health programs, particularly Healthy Start. Negotiations with Boston University are expected to result in a Purchase Order with a nine-month period of performance. Because any other source would have to duplicate a substantial variety of current and previous efforts with states and other Federal Agencies to perform these services, Boston University School of Public Health is deemed the only responsible source capable of providing the work and services under authority in 41 U.S.C. 253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
