Description
R -- Educational and Training Services for the Defense Leadership and Management Program (DLAMP) This is a correction to an announcement issued previously that contained an incorrect anticipated solicitation release date. The Office of Personnel Management (OPM) intends to issue a solicitation for the services of a contractor to provide educational and training services to support the Department of Defense Defense Leadership and Management Program (DLAMP). Managed under the Defense Civilian Personnel Management Service, this program establishes a DoD-wide framework for developing future civilian leaders with a DoD-wide capability in an environment that nurtures a shared understanding and sense of mission among civilian employees and military. This competitive acquisition will be conducted on an unrestricted competitive basis. Both small and large businesses, colleges and universities will be eligible to submit proposals. We anticipate the award a single indefinite delivery / indefinite quantity contracts with firm, fixed-prices established for each of several courses and other deliverable items. The solicitation will be transmitted electronically to all interested parties that submit requests that include their e-mail address. Companies / Universities that do not have e-mail capability should notify us of your interest so that we may inform you when the solicitation may be downloaded from the OPM Internet Procurement Home Page (http://www.opm.gov/procure). The contractor shall be, or be partnered with, an American Assembly for Collegiate Schools of Business (AACSB) accredited college, university or consortium of colleges or universities. The institution shall grant graduate credit for all existing, revised, and new DLAMP courses and provide documentation certifying such credit to the DLAMP program office. The academic institution shall agree to confer, to individuals who complete all required courses, a graduate degree in business incorporating the DLAMP courses. The contract will be for a base period of one year with four one -year options. The total term of the contract will not exceed five years. The educational services required include: Course delivery and instruction of DLAMP graduate level courses with a degree granting institution accredited by AACSB. Design of a program in business with a defense emphasis incorporating the DLAMP graduate courses. The contractor shall use the existing, revised, and new course materials developed by AACSB accredited institutions for the DLAMP graduate course curriculum. Copies of all course materials will be furnished to the contractor by DLAMP. The DLAMP graduate course curriculum currently consists of a total of 29 graduate courses which include, 23 courses in 7 required subject areas, 5 electives in 2 subject areas, and one capstone course to be completed at the end of the program. All courses have been developed and conducted by universities accredited by AACSB. Courses include Human Resources, Finance and Accounting, Information Systems, Economics, Quantitative Tools, Law and Public Policy, Policy, Electives, Intelligence (2 courses), Systems Acquisition and Contract Management. DLAMP will conduct the courses of two week duration with a class size of from 10 to 24 students. The courses will be taught at the DLAMP permanent residential facility in Southbridge, MA. This facility is currently under consideration and scheduled for completion by September 2001. If this contract is awarded prior to the opening of this facility, courses will be taught in temporary facilities at Sturbridge, MA and Fairfax, VA. A reading room will be established to permit potential offerors to review the existing course materials required as part of this effort. The location of that room and procedures for using it will be described in the solicitation. We anticipate release of this solicitation on or about January 16, 2001.
