Description

The Bureau of Land Management has a requirement for the closure of the Nike Missile Silos at the former Bureau of Mines High Energy Test Site, Farmington, Minnesota. These services shall be performed in accordance with all local, state and federal regulations. The Contractor shall be required to: remove all equipment from the silos, including the missile elevators, drain and dispose of all fluids from the equipment, steam clean the area where ground water sump pumps and elevator equipment are located, fill in the silos with clean gravel or sand and seal the openings in the top with concrete, remove drinking water-well pump and seal well closure of four ground water monitoring wells and six relief wells, excavate three groundwater injection wells; test solid for diesel range organics and gasoline range organics, backfill after the completion of soil removal, permanently disconnect electrical power to the silos and close fire protection water pits. Contractor personnel working on the tasks related to steam cleaning of the silos and excavation of the injection shall require current hazardous waste site worker training and must be working unde the supervision of a health and safety officer. The Contractor shall be required to prepare ans submit all required county and state permits/forms. This requirement is set-aside for HUBZone small business certified firms. It is estimated that the solicitation will be available by the end of January 2001. It is strongly recommended that all offerors attend a pre-proposal site visit estimated to be held the end of February 2001.
