Description

The National Oceanic and Atmospheric Administration (NOAA), Stellwagen Bank National Marine Sanctuary (SBNMS) is issuing notice of intent to negotiate a sole source procurement with Dr. Peter J. Auster, to conduct research on the biological diversity of fishes as part of an ongoing collaborative effort between the Sanctuary and the National Undersea Research Center at the University of Connecticut at Avery Point (NURC/UCAP). The proposed research requirement is an expansion of data previously collected by Dr. Auster at SBNMS in FY2000 to assess the species/area relationships of fish and invertebrae taxa in different sea floor habitat types. Data collected in FY2001 will be used to validate and expand on the data collected in FY2000. As Science Director at NURC/UCAP, Dr. Auster has access to an integral part of the required existing data which is not available to other researchers. The work requires stringent continuity of scientific approach as well as the use of a remotely operated vehicle (ROV) to conduct video and still photographic transects along the sea floor. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement within 10 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
