- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. This solicitation is issued as a RFQ and is a Name Brand or Equal requirement. Solicitation Number RFQ 603-39-01 is the referenced number for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through FAC 90-20. NASIC Code is 511120 and small business size is 500 employees. The VA Medical Center, Louisville, Kentucky has a requirement for continued OVID online software subscription services for the period of 01/01/01 through 12/31/01. The following subscriptions are included in the OVID online 4 User package; Medline, HealthStar, CancerLit, BioEthicsLine, Aidsline, 3 Biomedical Collections (2 users) (45 Full Text Titles, Ovid Java Client 239.50 World Wide Web Gateway Online Access Fee (4 users) CINAHL, Biomedical Collection IV (2 users), Ovid Mental Health Collection (l user) Ovid nursing Collection (2 users) Ovid Nursing Collection II -- Lippincott Premier Nursing Journals (2 users) Ovid on call textbooks -- Core Collection (5 users) Evidence Based Medicine Reviews (l user). Subscription services include upgrades and maintenance. The OVID system provides HYPERLINK directly to the website of each journal individually. Place of delivery is to be VA Medical Center, Louisville, Kentucky. Delivery, which shall be FOB Destination. Offerors responding to this announcement shall provide all information contained in the Federal Acquisition Regulation (FAR) Clause 52.212-1, Instructions to Offeror -- Commercial Items. As stated in this clause, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. Offerors shall include a completed coy of provisions 52.212-3, Offeror Representations and Certification -- Commercial Items. An authorized representative of the offeror must sign these representations and certifications; The offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax Identification Number. The resulting firm fixed price award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition with the following additional clauses: 52.203-6, 52.203-10, 52.216-18, 52.216-21, 52.217-8, 52.117-9, 52.219-8, 52.222-26, 52.222-35, 52.222-26, 52.222-37, 52.232-34, and 52.327-34.
