The category has been changed from R to D, Information Technology Services, including Telecommunication Services. The RFP is scheduled to be issued approximately 23 Jan 2001 for submission of a written qualification summary. This is a sources sought synopsis for software support/maintenance for AN/TYQ-23(v) 2/3 system. This survey is for market research purposes only and does not constitute a request for RFP or IFB. This survey, under the Competition in Contracting Act (Apr 85), is to identify sources specializing in software support/maintenance of the AN/TYQ-23(v) 2/3 System. The proposed contract action entails maintenance of the software for the Pre-Planned Product Improvements (P3I) version of the AN/TYQ-23 System. This procurement includes implementing capabilities and enhancements including: corrections, upgrades, and modifications to internal simulation, tracking/display, identification, Battle Management, Air Tasking Order (ATO) processing, Air Control Order (ACO) processing, MIL STD 6011B TADIL A/B, MIL STD 6016 a upgraded link standards, receipt and processing of the Joint Tactical Information Distribution System (JTIDS), Tactical Digital Information Link-J (TADIL-J) capability to the Ground Theater Air Control System (GTACS) functions for Production and Pre-Planned production Improvement (P3I) Modular Control Equipment (MCE) configuration, and Theater Missile Defense (TMD). Engineering documentation will be available at Hill AFB UT. This is a potential small business award. A pre-proposal conference will be convened approximately two weeks after the solicitation is issued. Interested firms should submit a written qualification summary. This summary requires (1) past experience with the AN/TYQ-23, Modular Control System or similar command and control system within the past 3-5 years; (2) past experience with CMS-2 code within the past 3-5 years; and (3) past performance including implementation of CMM and ISO software development processes, within the last 3-5 years. A 5- year Indefinite Delivery, Indefinite Quantity (IDIQ) contract, using a Time and Materials (T&M) pricing arrangement, is contemplated.
