- Description
- The Administrative Office of the United States Courts (AOUSC) intends to procure electronic monitoring services for use with approximately 5,500 Federal offenders and defendants (participants) per day in fiscal year 2001 and up to approximately 6,000 participants per day in fiscal year 2004. The contract will include 1 base year (FY2001) and 3 option years (FY2002-FY2004). Services will be provided in 93 United States District Courts in all 50 states, and the territories of Puerto Rico, the Virgin Islands and Guam. It is not the intention of the AOUSC to purchase monitoring equipment. All equipment is to be provided as part of the services requested. Offerors shall propose to provide all the following minimum mandatory requirements, or they may be deemed to be technically unacceptable and eliminated from further consideration: the lease of active F.C.C. approved continuously signaling radio freqency equipment that can be attached to each participant and installed in the participant's residence by the Federal Probation or Pretrial Services Officer; a F.C.C. approved portable hand-held monitoring unit; training of all districts in the use of the monitoring equipment; implementation of the program within 60 days of contract award; a central monitoring system at a secure location capable of receiving, storing, and disseminating the data generated by the monitoring equipment; staff to continuously monitor the monitoring system 24 hours per day, seven days per week and communicate with Federal Probation and Pretrial Services Officers; a process to collect payments from participants and credit monthly invoices; an Internet-based interface for officers to enroll participants, view caseload information, and make programmatic changes; a paging service for notifying officers of electronic monitoring key events; and a formal quality control program. Reimbursement for services shall be made on a per diem basis for the monitoring services. The solicitation documents will be issued on or about March 31, 2001.
