Description
The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $100,000 and $250,000. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC CLEAT (WYTL-65615), a 65 foot _D_ Class Harbor Tug. The vessel_s homeport is Philadelphia, PA. The vessel_s availability is for thirty-five (35) calendar days, starting July 9, 2001. The place of performance for this vessel is restricted to no open water transits due to the physical condition of the vessel for safety reasons and is restricted to the protected waters of the cutter_s assigned area of operation. The USCGC CLEAT_s area of operation is defined as the inland waters of the Delaware River, Delaware Bay, and Chesapeake Bay. The cutter_s normal area of operation is the Delaware River and Bay. The scope of this acquisition is for the drydocking and repairing of various items aboard the USCGC CLEAT (WYTL-65615). The work will include, but is not limited to: cleaning and inspecting diesel fuel tanks and sewage and grey water collection and holding tanks; removing, inspecting, and reinstalling propeller shaft; fabricating and installing propeller seal retainer; renewing shaft covering and straightening shaft; renewing water-lubricated shaft bearings and renewing shaft sleeves; removing and reinstalling propeller; cleaning and testing grid coolers; renewing A/C raw water piping; preserving the transducer hull ring and installing the V850 transducer; renewing and testing valves; inspecting fire pump and installing expansion joints; inspecting and testing steering gear system; preserving lazarette bilge; preserving underwater body; renewing crew berthing deck covering system; performing ultrasonic testing; providing temporary logistics and routine drydocking. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to gmcdaniel@mlca.uscg.mil or by fax (757) 628-4676. In your response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by January 16, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
