Description

This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.301-1. (Only one responsible source and no other supplies or services will satisfy agency requirements.) Labor Relations Services, Memphis, TN was awarded the previous contract for this requirement and has played an integral part in the development of the recent partnership of labor and management at the Memphis District. No other firm could recreate the knowledge they have gained in their involvement with the district's labor relations program and provide the continuity of effective advisory services, facilitation, mediation, training, and negotiations needed at this critical point. A sole source quote is being requested pursuant to this announcement and shall reference requistion number DACW66-01-T-0045. Summary of requirements for this requirement is as follows. Provide effective advisory services, grievance resolution, facilitation, mediation, training, and negotiations in labor relations, in order to expedite negotiation agreement, enhance communications, and make better quality decisions. Maintain continuity of current relationships with three (3) labor unions, which is an important factor for the contiuned development of the district's labor relations program. Review and identify activity-wide labor relations needs and the refinement and the implementation of the Federal Labor Relations Program. This solicitaiton incorporates all of the applicable provisions and clauses in effect through 97-21, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. Offerors should include a copy of the Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Provision 52.212-2, Evaluation-Commercial Items applies to this acquisition. The following evaluation factors will be used in awarding the acquisition: price and past performance. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 252.204-7004, Required Central Contractor Registration applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. A Firm Fixed Priced Commercial Items Purchase Order, utilizing the simplified acquisition procedures, will be used.
