Description

The U.S. Coast Guard intends to award a sole source contract to Offshore Systems Limited (OSL) Inc., North Vancouver, BC, Canada, to purchase spare parts manufactured by OSL Inc. The items to be purchased are: (1) _ 4 -- Monitor, Xycom 200, P/N 1-311004-000; (2) _ 2 -- CCA, ISP, Ranger RE233/4 _ C, P/N 1-191602-000; (3) _ 4 -- CCA, Radar, ADC, V3.1, Rev A, P/N 3-191410-020; (4) _ 4 -- CCA, Radar, AZM, V2.1, P/N 3-191411-020; (5) _ 19 -- CCA, Univision Lite, 16MB, 32Mhz, P/N 3-191303-01R; (6) _ 9 -- Assy, OCP, Dual, MK2, P/N 3-390048-020; (7) _ 7 -- CCA, Alarm Module, Rev A, Std, P/N 3-191503-030; (8) _ 6 -- Assy, OCP Serial, Flush MK2, P/N 3-590016-010; (9) _ 20 -- Assy, OCP Dual, Flush MK2, P/N 3-590002-020; (10) _ 27 -- Assy, Slave Trackball, Flush Mt, MK2, P/N 3-590002-020; (11) _ 5 -- Keyboard, CKS, A551-011 Dual, P/N 1-320102-000; (12) _ 10 -- Trackball, CKS, A551T221, Std MK3, P/N 1-320204-000; (13) _ 14 -- Kit, Integration Pkg., P/N 3-398102-010 (WLM); (14) _ 10 -- Kit, Integration Pkg., P/N 3-398101-010 (WLB); (15) _ 1- Freight, insurance & brokerage -- FOB Destination. The spare parts are needed to provide life-cycle support for the 175' WLM Buoy Tender _Electronic Chart Precise Integrated Navigation System_ (ECPINS). These spare parts are components of the WLM Integrated Ship Control Training System, which is used for training shipboard operators and maintainers of the WLM integrated ship control system for U.S. Coast Guard. The use of a "comparable" item (not the OSL item) would dictate much software testing and shipboard testing to ensure complete compatibility. There could also be some safety issues to address. Because of these concerns and the necessary Configuration Control requirements, it is necessary to use only the approved OSL part numbers in this system. Offerors who can furnish the same items listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. All responses must be received within 15 calendar days of this CBD notice, addressed to Commandant (G-ACS-1A/LM), U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001, ATTN: Linda Mullen. No telephone requests will be accepted. There is no solicitation available. This is a commercial item requirement and the solicitation will be prepared in accordance with the format in FAR Subpart 12. The solicitation will be available for release to OSL, Inc., on or about January 23, 2001. All responses submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
