- Description
- The National Imagery and Mapping Agency (NIMA), Research & Technology Office, Programs Management Division (ATTM), is performing market surveillance and research to identify tools suitable to assist Imagery Analysts (IAs) in conducting searches using softcopy imagery covering sizeable areas of the earth's surface while giving very responsive performance. The goal is to improve both the speed and accuracy of NIMA's search exploitation processes. This is not a request for proposals: any information submitted will only be used for market research purposes. NIMA is seeking to enhance current softcopy imagery exploitation of broad areas. Products developed under government programs will also be considered. It is important to note that a typical problem set will include input image sizes ranging from 1-3 gigabytes each. Resulting mosaics will range in size from tens to hundreds of gigabytes. Any proposed solution to NIMA's needs should be scaleable across the enterprise to support hundreds of users and analysis of a total of a thousand or more images daily. While vendor submissions may or may not include routine electronic light table (ELT) or geographic information system (GIS) capabilities, NIMA is specifically seeking additional capabilities that will allow organizing and mosaicking multiple images; manipulating large mosaics; keeping the analyst oriented with respect to his location using both overview images and digital geospatial products; and providing capabilities which will allow analysts to maintain accounting status of their search activities. Existing ELTs with modules which provide the additional softcopy search capabilities, stand alone applications (which may or may not be used to feed ELTs), and tools which address a limited subset of NIMA's softcopy search needs are all acceptable submissions. Ideally, submissions will include a concept for how standard ELT capabilities will be accessed by the vendor's tool; standard ELT capabilities clearly are relevant to the broad area softcopy search process, but are not the principal focus of this RFI. Interested parties are requested to respond to our detailed request for information packet available at http://164.214.2.59/poc/contracts/contracts.html. Vendors desiring to participate should submit not more than a six-page response in the format included in the information packet to Mr. Phill Wilder or Ms. Erika Gray by 15 February 2001. (NOTE: Responses will be accepted after 15 February; however, the responses received prior to the 15th will be used to guide many of the processes and selection criteria needed to perform the assessments.) Vendors are welcome to submit additional information including pamphlets and other more detailed information; however, it should be clear what portion of the vendor's overall package is the basic, six-page or less submission. Any information beyond the basic submission will not be considered in NIMA's decision to pursue or not to pursue dialogue with vendors.
