- Description
- Sources Sought -- The U.S. Army Communications- Electronics Command (CECOM) Acquisition Center, Washington, DC, on behalf of the Joint Tactical Radio System (JTRS) Joint Program Office (JPO), is preparing for the development and acquisition of an initial set of waveform applications to be integrated with future JTRS radio sets. Qualified sources are sought for the development of these software waveform applications. It is anticipated that a Request for Proposal (RFP) will be released in the first quarter 2001. The JTRS is a software re-programmable radio system designed in accordance with the Software Communications Architecture (SCA), Version 2.0 or later, an open systems architecture that maximizes the use of commercial off-the-shelf and non-developmental item technologies. The initial set of JTRS waveform applications will provide the functionality of the following waveforms: SINCGARS ESIP with INC functionality, Enhanced Position Location Reporting System (EPLRS), Have Quick II (HQ II), HF ALE (ISB and SSB), and UHF DAMA SATCOM (Mil-Std-188- 181/182/183/184). Additional waveform applications identified in the JTRS ORD which can be leveraged from this initial waveform application development may be included in the solicitation for consideration as possible proposal options. All waveform applications must be compliant with the SCA and be portable to JTRS/SCA compliant hardware developed by multiple vendors. Vendors selected to develop one or more of these applications are expected to provide technical support associated with the installation of their applications into JTRS hardware. In responding to this Sources Sought announcement, please describe your organization's software expertise to include object oriented programming, prior experience in waveform application development, and knowledge of and availability of existing software that may be used/modified to satisfy the requirements of the solicitation. In addition, comment on the desire/advantages (if any) of awarding specific groups of waveform applications to one vendor. Further, describe how you would plan for the waveform development independent of the development/acquisition of the hardware. Also indicate whether your organization would be interested in responding to RFPs for JTRS radio sets that will be released by the Services in the future. General information on the JTRS program can be found at the JPO website http://www.jtrs.sarda.army.mil/. Pertinent specifications and documentation will be made available to interested parties with the forthcoming RFP. Please indicate if your organization will require additional information. This notice should not be construed as a RFP or a solicitation of an offer. Responses shall be submitted electronically (Microsoft Word 97 preferred). Respondents should reference JTRS2001-SS-03 and provide a FAX number, an e-mail address, a point of contact, by name, and their Commercial and Government Entity (CAGE) number with their submission.
