Description
This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. The solicitation, No. 263-01-P(BA)-0053, is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-20. The National Institutes of Health (NIH) in Bethesda, Maryland intends to acquire, by a fixed price type contract, on a sole-source basis, hotel accommodations and van services. Accommodations and van services shall meet the following specifications: 1. The Contractor shall guarantee the availability of eighty (80) double non-smoking rooms each month from Sunday through Thursday for the period of April 1, 2001 through March 31, 2002 for clinical research participants. 2. The Contractor shall provide at least two rooms that comply with Americans with Disability Act requirements. 3. The Contractor shall prepare and distribute to participants a "Welcome Package" the contents of which will be jointly developed with the National Institute on Aging. 4. The Contractor shall provide a "hospitality" room for exclusive use by research participants. 5. The Contractor shall provide housekeeping services to clean the hospitality room and remove trash daily. 6. The Contractor shall provide free local phone service in guest rooms. 7. The Contractor shall provide evidence of adequate liability insurance. 8. The Contractor shall provide transportation to and from the National Institute on Aging, Gerontology Research Center. 9. The Contractor shall provide a van equipped with a wheelchair ramp or other required special accommodations for handicapped or aged participants, as needed, requested/confirmed at the time of the reservation. It is the Government's belief that these requirements may only be met by the Best Western Hotel. This is not a formal solicitation. Businesses demonstrating the capability to accomplish the above shall provide pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. Information provided must demonstrate the contractor's ability to meet the specifications described herein. Award will be made to the technically acceptable low offer. A completed copy of the FAR provision 52.212-1, a completed copy of the provision 52-212-3, Offeror Representatives and Certifications- Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions- Commercial Items applies to this acquisition .The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition. Sources demonstrating the capability to accomplish the above shall provide pertinent information that is sufficient in detail to demonstrate their ability to perform within 15 days of this notice. A determination by the Government not to compete this proposed contract based upon the responses to the notice is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of FAR 6.302. NOTE: NUMBERED Note 22.
