- Background "PRESOLICITATION NOTICE: Wright-Patterson Air Force Base, Ohio has a requirement for nonpersonal services to provide all labor, material and equipment necessary for a recovery and recycling process (RRP) for government supplied depleted uranium (DU) to include aircraft counterweights (various sizes and weights) and non-explosive munitions. The work would require a RRP established by the contractor to accept DU in various forms and process it in a manner for reuse. Anticipated period of performance is 1 April 2001 through 31 March 2002. Four one-year options may be awarded. The North American Industrial Classification (NAIC) is 562211 -- Hazardous Waste Treatment and Disposal, and the size standard is $10,000,000.00. This will be a Small Business Set Aside. Only companies, including their affiliates, with an average annual receipt of $10,000,000.00 or less during the last three (3) completed fiscal years are considered small. We anticipate using commercial procedures in accordance with Federal Acquisition Regulation (FAR) Part 12 for this acquisition. The Request for Quote (RFQ) and Statement of Work (SOW) will be posted on or about 31 Jan 2001 on the ASC PreAward Information Exchange System (PIXS) at Wright-Patterson Air Force Base (http://www.pixs.wpafb.af.mil). NO HARD COPIES WILL BE SENT. All responsible businesses may submit a proposal, which shall be considered. Facsimile or alternate proposals are not acceptable. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
