Description
The Defense Energy Support Center (DESC), in conjunction with Fort Leavenworth Army Installation, plan to offer the privatization of existing utility systems at subject Iinstallations in Kansas. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s)(s) will be selected to assume ownership of the utility systems. The successful firm(s) will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The successful contractor(s) may or may not be the suppliers of the commodity procured by the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Right-of-Way (ROW) and Easement as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Fort Leavenworth Electric Distribution System Fort Leavenworth is supplied power at 34.5 kV from Kansas Power & Light. Power is delivered from KPL's 34.5 kV sub-transmission system to a metering point west of the base. The system comprises three electric substations with 33 to 12.47/7.2 kV transformers and 1,200 Amp breakers. The electric distribution system consists of approximately 80 miles of overhead distribution lines and 66 miles of underground transmission lines including ducts and conduits. It includes approximately 260 pole-mounted transformers, 260 pad-mounted transformers, approximately 1,190 fixtures and poles. Natural Gas Distribution System The natural gas distribution system consists of approximately 198,000 linear feet of gas piping varying in size from 2 inches to 16 inches in diameter. It includes 860 service connections, 233 valves and boxes, and 26 meters and regulators. Most of the system was installed between 1990 and 1993. The system is fed from the main transmission lines that pass through the Post. Water Distribution System Potable water is obtained from five wells with a nominal capacity of 1,200 gpm each. The water treatment plant treats all of the water from the wells. It includes three service pumps rated at 1,735 gpm, and powered by 20 hp motors. The water distribution system consists of approximately 318,000 linear feet of pipe. The pipe materials are unknown, and range in size from less than 2 inches in diameter to 20 inches in diameter. It includes three main meters, approximately 611 valves, and 377 fire hydrants. Additionally, the system has two 1,000,000-gallon elevated water storage tanks, and one 30,000-gallon capacity elevated storage tank. Wastewater Collection System The wastewater collection system consists of approximately 152,000 linear feet of pipe made of cast iron, PVC, or vitrified clay. The pipes range in size from three inch to 30 inches in diameter. It includes 11 lift stations, three back generator sets, four-each 1,000 gallon holding tanks, and approximately 550 manholes. The City of Leavenworth treats all wastewater that is collected off base.
