Description
The US EPA, Region VIII, requires cleanup services as specified in delivery orders for emergency and time critical removal actions in the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. It is anticipated two five-year contracts, Time and Materials/ Indefinite Delivery Indefinite Quantity, will be issued. The anticipated solicitation release date is 1 Mar 01. One contract is set aside for a small business award, the other unrestricted. The contracts are contemplated for emergency and time-critical removals actions, which include oil, petroleum, and hazardous substance releases. In accordance with FAR 16.504(c) the EPA intends to pursue multiple awards to two different offerors for this solicitation. These responses shall be conducted under Section 104 of the "Comprehensive Environmental Response, Compensation and Liability Act of 1980 " (CERCLA) as amended by "Superfund Amendments and Reauthorization Act of 1986 " (SARA), Subtitle I of the "Resource Conservation and Recovery Act" (RCRA) as amended by SARA of 1986, the "Clean Water Act" as amended by the "Oil Pollution Act of 1990." The contractor may also be tasked to support EPA's role under the "Federal Response Plan" in instances of presidential-declared disasters pursuant to the "Robert T. Stafford Disaster Relief and Emergency Assistance Act" (Stafford Act). The RFP will be posted on the EPA web site o/a 1 Mar 01. No hard copies will be issued. Additionally, potential offerors are advised there will be a "pop quiz" after solicitation closing. Only current full time employees of the offeror (no subcontractors) may attend/participate. Offerors may not propose as both a prime and a subcontractor under this solicitation. There will be a source list posted concurrent with the solicitation.
