Description
W81R8T0276RM38 -- Aviation Munitions Trajectory Measurement System. United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona anticipates placing a CPFF contract under Basic Ordering Agreement (BOA) No. DAAD01-00-G-0009 for Advanced Technology Augmentation Group (ATAG) to provide research & development of an Aviation Munitions Trajectory Measurement System. The BOA holder is J-Squared LLC (JSQLLC), 1110C Elkton Drive, Colorado Springs, Colorado 80907. J-Squared is a small business. To meet the requirements of studying performance of air-borne weapons systems, USAYPG anticipates acquiring measurement analysis capability of tracking small caliber weapon projectiles. A key element in developing this solution is the camera calibration and methodology for reconstructing 3-D trajectories. The contractor shall execute an effort consisting of three (3) phases: Phase 1 will focus on demonstrating the ability to detect and capture a small caliber projectiles IR streak using tracer ammunition from two video cameras and then reduce this data to derive projectile trajectories. At the completion of this test a report will be generated and the results studied by the Government to determine the feasibility of the methodology used in this experiment. Phase 2 will focus on an IR sensor for the project and building a development platform and to use it to define, design, test, refine and finalize the entire system including system operational and data reduction software packages. Phase 3 focuses on integrating components developed with the ground base development platform into a flight-configured prototype system. At the end of phase 1 and 2, the contractor shall deliver a laboratory system with an analysis package that will track and reduce trajectories of small caliber munitions projectiles. At the end of phase 3, the contractor will deliver a prototype flight-configured, small caliber munitions tracking system. It is anticipated that the overall program duration will be 30 months. FSC is R411 and SIC is 8999. The original BOA is based on an unsolicited proposal in which J-Squared independently originated and presented innovative and unique approaches to provide several range solutions. J-Squared now has five years of dedicated and comprehensive research into developing concepts specific to the USAYPG mission and they are the only firm possessing the knowledge and capability to deliver this technology. The approaches derived from these concepts are unique and proprietary to J-Squared. USAYPG does not intend to issue a written solicitation.
