Description

The Naval Undersea Warfare Center Division, Newport has a requirement for services to complete the implementation of a rapid Training, Readiness and Evaluation Debrief System (TREDS). Tasking includes selecting a software and hardware architecture to be used to develop TREDS; recommending a computer based software module that automatically merges shipboard data and range reconstruction data; recommending a computer based software module that evaluates and displays selected measures of performance and effectiveness; recommending a shipboard replay TREDS system and verifying and validating shipboard and land based components of TREDS. A sole source contract to Mikel Inc. of Henderson, NV is planned. Mikel is the only source with individuals that possesses the unique technical qualifications and background experience required in the development of a TREDS. FAR Part 13 procedures will be used for this procurement.
