- Description
- The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) intends to negotiate with only one source under the authority of FAR 6.302-1 using Simplified Acquisition Procedures (SAP) to acquire 50 each orange, 50 each tan, and 50 each blue 21"x20"x15" fiberglass boxes. The Government believes that the only responsible source capable of satisfying the agency requirement is AAR Skydyne, 21 River Road, Port Jervis, NY 12771. A justification for other than full and open competition has been prepared in support of this acquisition. The following specification applies to the boxes: Cases shall measure approximately 21" x 20" x 15" (53.34 x 50.8 x 38.1 cm) and shall be made of precision molded fiberglass impregnated with the requested permanent color. All corners shall be rounded and reinforced with additional fiberglass to a thickness of .375" (.9525 cm). The lid shall have a wall thickness of .13" (.3302 cm). All sides of the base shall be tapered toward the bottom. The raw edge of the lid shall be finished with a female extruded aluminum frame edging which has an attached inner rubber o-ring. A male extruded aluminum frame edging to mate with the lid frame edging shall finish the raw edge of the case base and provide a moisture and dust-proof tight seal when the case is closed. The cases shall be two (2) separate zinc-plated steel separable hinges on the back, two (2) butterfly grip zinc-plated steel latches on the front, and one (1) steel spring loaded handle on each side of the case. Hardware shall be attached with finished rivets. Two (2) 10" long lanyards shall be installed to restrict the case lid opening to 110 degrees. The cases shall hold approximately 100 lbs (45.36 kg) of equipment when fully loaded. Fully loaded cases may be stacked one on top of another, up to six (6) cases high. The cases shall be fabricated to withstand such loaded stacking pressures. The bottom of cases shall not have rubber feet applied. The estimated value of this simplified acquisition is $36000.00. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(a). Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item #RAQ014005. However, they must provide supporting evidence they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by January 24, 2001 to the effect that a comparable source exists, an order will be place with AAR Skydyne for the requirement stated here.
