Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 to the RFQS FOR X-38 S-BAND AMPLIFIER SUPPLEMENTED WITH ADDITIONAL INFORMATION CONTAINED IN THIS NOTICE. Companies shall acknowledge all amendment(s) in their offer. This notice serves as the official amendment to the subject solicitation and a written amendment will not be issued. The purpose of this amendment is to address questions by potential offerors that have been raised regarding the RFQ X-38 S-Band Amplifier Specification. Question 1: JSC 28413 (RFQ Specification), paragraph 3.3.2, identifies a maximum footprint. Is there flexibility to exceed individual dimensions while still maintaining the specified volume? Answer to Question 1: There is no flexibility for vendors to exceed the individual dimensions. Maximum footprint as specified in the RFQ Specification must be met. Question 2: Line Item #3 is a flight unit. Will this flight unit be made with commercial parts also? Question 3: Line Item #4 is a flight unit. Will this flight unit be made with commercial parts also? Answer to Questions 2 and 3: The qualification unit and flight units (line items #2, #3, and #4) MUST be identical in both parts and construction processes. The only difference between the qualification unit and flight units is the amount of environmental testing each is subjected to. The designer/vendor shall attempt to use grade 2 (or better) parts from the NASA Parts Selection List (NPSL). This parts list is a replacement for MIL-STD-975, and is available on-line at http://nepp.nasa.gov/epar/index.htm . Where it is impossible or impractical to restrict parts selection to grade 2 parts from the NPSL, the highest grade parts practical shall be used. In these cases, the designer/vendor shall furnish a detailed EEE parts list (DRD-9), define a plan for lot control of the EEE parts (deliverable with proposal), and present reliability data of the parts line which supports the overall box-level reliability budget for that assembly (Mean Time Between Failure -- deliverable with proposal). Question 4: Line Item #5 is for 10 flight units. Are all the parts in these 10 units full class S parts? Can we upscreen commercial or mil parts to JANS? Answer to Question 4: Line Item #5 does not require the use of full class S components. Again, the designer/vendor shall attempt to use grade 2 (or better) parts from the NASA Parts Selection List (NPSL). Additional Notice: Offerors are advised to provide registration information to the NAIS on the initial RFQ page and then click "Next" to see additional instructions. Offerors should read the instructions on each page carefully before moving on to the next. By filling in the price but not following the remaining instructions does not mean your quote has been submitted. On the last page of RFQS there is a "SUBMIT QUOTE" icon. By clicking on this icon, your quote will be submitted instantaneously. However, there may be other requirements, which must be complied to as stated in the instructions. The due date for receipt of offers is not extended. Offers shall provide the information stated in the synopsis/RFQS posted on the NASA Acquisition Internet Service (NAIS) on December 22, 2000 and published in the CBD on December 22, 2000. Documents related to this solicitation will be available over the Internet. These documents are in Microsoft Office 97 format and reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
