Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-002. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis has a requirement for one (1) DNA detection instrument that provides real-time detection of Polymerase Chain Reaction (PCR) through use of a closed, 384 well thermal cycler that utilizes fiber optics, lasers and computer hardware and software to produce fully automated Real Time Quantitative PCR and Single Nucleotide Polymorphism (SNP). The system must have the ability to handle 384 well micro-titer plates; produce continuous wavelength detection from 500-600 nm and allow the use of multiple fluorophores in a single reaction. The system must be fully interactive and 100% compatible with our pre-existing, standard Perkin Elmer 7700 sequence detection instrument in terms of hardware, software, operation, protocol utilization, chemistries, and plasticware use. The system, within six months following purchase, must have the capability to use 96 well format plates. The system shall also include: (1) an automation accessory capable of loading up to 84, 384 well plates for 24-hour unattended operation; (2) Pentium III class computer with 733Mhz processer, 256 MB of RAM 30 GB hard drive, CD-ROM drive, floppy disk drive, 17" monitor and Windows NT Operating System; (3) installation; and (4) on-site training. Warranty information to include period and coverage, shall be stated. Offerors must include with their offer certification that all hardware and software offered is Y2K compliant. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial; FAR 52.212-2 Evaluation Commercial Items; FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. Quotations will be evaluated on the following criteria: 1) Compatibility with existing PE7700 sequence instrumentation; 2) Ability to meet above stated requirements; 3) Delivery time; 4)Warranty terms; 5)Price.
