Description

See numbered Notes 9 and 26. It is the Government's intent to award an indefinite delivery/indefinite quantity type contract for Parkas, Cold Weather, Woodland; Parkas, Cold Weather, Desert; and Trousers, Cold Weather, Desert. The Parkas are to be in accordance with Specification MIL-P-44188 dated November 22, 1993 and Pattern dated Jully 30, 1993. The Trousers are to be in accordance with MIL-T-44189. The solicitation will be issued on an Unrestricted basis. The basic term for the Woodland Parkas will be for a minimum quantity of 80,064 and a maximum of 120,096. The basic term for the Desert Parkas will be for a minimum of 5,040 and a maximum of 20,160. The basic term for the Desert Trousers will be a minimum of 1,008 and a maximum of 4,032. In addition, the solicitation will contain two option terms. The solicitation will require deliveries to New Cumberland Facility and San Joaquin depots. Deliveries under the resultant contract will be required to begin 180 days after date of contract award. This acquisition will utilize Best Value source selection procedures and will require the submission of Product Demonstration Models and technical proposals. The following evaluation factors will be utilized: 1) Product Demonstration Models; 2) Past Performance; 3) Surge Capacity; 4) Socioeconomic Program Support; 5) DLA Mentoring Business Agreements; and 6) Javits-Wagner-O'Day Act Entity Support.
