- Description
- The U.S. Environmental Protection Agency has a need for a contractor to provide the Office of Air and Radiation, National Vehicle Fuels Emission Laboratory, Advanced Technology Support Division, with flexible engineering support related to hybrid vehicle and engine technologies, with efforts focused on reducing emissions and improving efficiency (to lower carbon dioxide emissions). Work may include design, fabrication, development and testing support on hybrid vehicles, engines, components, subsystems, control systems, and fuel systems. All hybrid vehicles, engines, components, control systems, and fuel systems required to initiate work will either be, developed by the contractor or furnished by the government. The contractor shall provide all personnel, materials, services, equipment and facilities to design, develop, modify, fabricate, procure, test, calibrate, and perform engineering tasks on the requisite components. All hybrid vehicle, engine, components, subsystems, control systems, and fuel systems required to perform work will either be acquired or designed and fabricated by the contractor or furnished by the Government. The contractor may be required to convert any appropriate equipment to operate on a variety of fuels including gasolene, diesel, or alcohols. The Government anticipates the award of a 36-month cost-plus-fixed-fee level of effort term type contract consisting of a twelve-month base term and two (2) twelve month optional terms. The base level of effort will consist of approximately 8,700 direct labor hours. In addition, options will be included to increase the level of effort by an additional 17,400 direct labor hours during each term. The solicitation is being competed on a full-and-open-competitive basis. All responsible sources may submit a proposal which will be evaluated by the EPA in accordance with the technical evaluation criteria specified in the RFP.
