- This procurement is restricted to shipboard habitability sources; all responsible vendors may submit a quotation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-01-T-0051 applies and is issued as a Request for Quotation. This procurement is a small business set aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and Defense Acquisition Circular 91-13. The North American Industry Classification System (NAICS) code is 811490 and the business size standard is $5.0 dollars. Fleet Contracting Center, Mayport Fl intends to purchase on a full and open competitive basis shipboard habitability renovation of the Crew's Mess Deck (2-212-0-L on board the USS Halyburton FFG-40 Naval Station Mayport Fl 32228. Ship's point of contact for site visit if required is LT Hamlin 904-270-7976. This requirement is for a fixed priced contract for nine line items as follows. Line Item 0001: Bulkhead Covering: Provide labor to remove approximately 700 linear feet of existing vinyl wall covering from deck to overhead on mess decks and serving line. Provide labor and materials to install approximately seventy-eight (78) linear feet of new brass coated bull nose chair rail. Provide labor and material to install hppl below new chair rail. Provide labor and material to install vinyl wall covering above new chair rail and on remaining bulkheads in mess decks and serving line. Provide labor and material to install tambor wrap around three (3) stanchions on mess decks. Line Item 0002: Beverage Line Partition: Cut down beverage line partition 74", manufacture and install stainless steel decorative cap over exposed edges. Line Item 0003: Passage Partition: Repair existing lattice on passageway divider in order to support 8" countertop that runs approximately 18'. Manufacture brass coated 8" counter for full length of divider. Wrap end stanchions in brass coated tambor wrap and install (5) round 2" brass posts evenly along length of counter from countertop to ceiling (3') Line Item 0004: Seating relocation: Provide labor to move four existing tables and re-install to support re-location of salad bar. Line Item 0005: Salad Bar: Remove salad bar from existing location and re-install per ship's force direction. Manufacture new shipboard sub-base and mount to salad bar and weld studs to deck. Manufacture and install new heavy duty counter with built in tray slides. Counter will be custom fitted tight around stanchion pole. Refurbish salad bar to include: Cover entire body and counter top in hppl. Manufacture 3 new aluminum hppl covered vents. Manufacture and add-on extension to salad bar unit to include 2 each bowl pop up dispensers 1 each hot well with thermostat control 1 each soup well Manufacture two new sneeze shield assemblies to include brass support posts with sneeze bars and aluminum laminated to match counter. Line Item 0006: Beverage Line Cabinets: Manufacture and install new beverage line to include any plumbing requirements, terrazzo tear out and cutting or grinding of combing. Manufacture modular sectional beverage cabinets 4 each. Approximate 110 cubic fee, 36" high x 24" deep x 219" long. Cabinets will be 100% welded aluminum by the "GWA" method to prevent damage due to heat, spillage and moisture. Cabinets will have an extruded aluminum welded skeletal system for support of food service equipment both inserted into counter and mounted atop counter. Exterior of cabinet will be skinned with aluminum and covered with HPPL hinged doors. Cabinets will be built modular to allow access to ship and bolted together in place to limit seams and unsightly edges. Cabinets will set off wall 9" and counter will abut wall, end units will have filler plates to close off cabinets so when finished installation it appears that cabinets go all the way against the wall.. Cabinets will be heavy duty aluminum with welded .125" extrusion frame by the "gwa" method for strength. Exterior surfaces will be skinned with no less than .050 aluminum and exposed exterior surfaces will be covered with decorative hppl .050 thickness. Corners will be protected with clear strips. Interior structures will be primed and painted to match or accent exterior d cor. All units will have a raised, recessed kick sub-base. All units will have a lift out bottom for access to sub-base mounting system. Inside backs will be open for ease of access to service lines and bulkhead for ease of service, inspections, repairs and maintenance. Counter top Manufactured from heavy duty aluminum (.125") with stiffeners and supports (2 x .5 x .125 edge dress channels and 1 x 3 x .125 underside support channels). All will be welded by the "gwa" method and bolted atop cabinets. Counter will overhang cabinets on front sides by 11 inches to create a solid slide tray. Counter will have radius corners on ends. Entire counter will be covered with hppl. Counter will be built modular respective to inserted and other atop equipment, assembled and mounted in place then laminated to limit seams and joints. Underside of counter will be primed and painted. Where overhang is used a tray slide three plastic glide railings will be attached to prevent marring of laminate from trays and bowls. Where cut outs are performed to facilitate the installation of food service equipment, sufficient under counter bracing will be welded to prevent sagging and reinforce counter. Approximate 18.25 lineal feet. counter will include a 6' back and side splashes. Provide and install on starboard end of cabinet one each saddle style angled cabinet that will accept installation of ships force silverware 10" tumblers. At beginning of starboard counter install one glass scullery tray pop up lowerator. Install "gfm" beverage line equipment with new stainless steel legs 6" high. Does not include services (electrical, steam, drains and potable water). 3' in from port side beverage line install circular cutouts with metallic inserts to hold cream and sugar dispensers. Line Item 0007: Curtains: Install one drape system 78" across and 80" high in front of recessed ice machine and milk dispenser at aft end of mess decks. Line Item 0008: TV/food service cabinet: Manufacture combination entertainment cabinet with food service storage and cabinets. Unit will 91" in length and 70" in height. TV section will have vcr hutch and pocket doors. Storage areas will accommodate a 40" tv. Below will be gp storage. To side will be a overhead cabinet for microwave without doors and below will be a counter top and storage cabinet. All fixtures will be brass coated. Line Item 0009: Trash Receptacle: Refurbish existing by manufacturing new flip doors with applicable hardware and installing hppl over entire surface. Existing trash receptacle is a two unit design with bottom hinged doors for access to containers and flip doors on top portion facing for inserting trash. All materials procured/installed shall be in accordance with military specification MIL-STD-1623 fire performance requirements and specifications for interior finish materials and furnishings (Naval Shipboard use) and adhere to all applicable specifications set forth in NAVSEA habitability materials list, revision k dated may of 1996. Specifications and Statement of Work to be supplied upon request. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference.
